Submit a sealed hard copy tender, addressed to the City Manager and marked with Tender Number 36104-5E, to the Tender Box in the ground floor foyer of Municipal Buildings, 166 KE Masinga Road (Old Fort Rd), Durban. Also submit an identical electronic copy via the eThekwini Municipality Supplier Portal. Hard copy submission is mandatory and takes precedence. Two-stage evaluation process: Stage 1 (Connectivity Functional Test): Bidders must produce five types of tokens (normal, FBE, standard with replacement credit, replacement credit) within 5 working days after access to the test environment. Each token scores 1 point; minimum threshold is 5 points. Failure to meet threshold deems the bid non-responsive. Stage 2 (Functional Test): Evaluation per Item (1-5). Minimum qualifying scores: Item 1 (POS Informal) and Item 2 (POS Retail): 83% (59 points); Item 3 (Online Banks/ATM) and Item 4 (Online Independent): 77% (68 points); Item 5 (Scratch Card/USSD): 66% (42 points). Financial evaluation uses 80/20 or 90/10 preference point system (determined by lowest acceptable tender value). Formula: TEV = NFO + NP, where NFO is financial offer score and NP is preference points. Tenders are ranked by highest TEV. Preference points require submission of MBD 6.1 form. Bidders may bid for one or more Items (1-5).

Scope includes five service items: 1) Point of Sale (POS) Informal, 2) POS Retail, 3) Online Banks/ATM, 4) Online Independent, 5) Scratch Card/USSD. Bidders must demonstrate connectivity and functional compliance via test tokens and service-specific criteria. Each item has defined minimum qualifying scores for functionality (e.g., 83% for POS Informal/Retail, 77% for Online Banks/ATM/Independent, 66% for Scratch Card/USSD). Bidders must declare their own and aggregated footprint in eThekwini’s supply area, supported by agreements if using aggregated footprint. Payment options (cash, credit/debit cards, EFT, wallet) and token compliance (date, time, meter number, etc.) are evaluated. Evidence of current footprint presence is required.

Prices must be quoted in South African Rand (ZAR), exclusive and inclusive of VAT, on the Official Tender Form. Bidders must submit nett prices after deductions (e.g., discounts). Unit prices must hold for the full contract period (36 months), subject to specified variation criteria. Firm prices for 12-month periods are allowed and must be free from fluctuations, including statutory increases. Pricing must align with the Official Tender Form; deviations may disqualify the bid. Value Added Tax (VAT) must be stated separately. Payment terms follow the General Conditions of Contract. Factoring arrangements are not accepted. Financial standing may be verified post-award.

Registration on the National Treasury Central Supplier Database (CSD) as a service provider is mandatory. Joint Ventures must have each party individually registered. Registration on eThekwini Municipality’s supplier database is required via https://ethekwinivendor.durban.gov.za/ or [email protected]. Returnable documents: Authority of Signatory, Tax Compliance Status PIN (or Tax Clearance Certificate), Declaration of Municipal Fees, Occupational Health and Safety Act undertaking, Municipal Bidding Documents (MBD 4: Declaration of Interest, MBD 5: Declaration for Procurement Above R10 Million if applicable, MBD 6.1: Preference Points Claim, MBD 8: Declaration of Bidder’s Past SCM Practices, MBD 9: Certificate of Independent Bid Determination). VAT registration status and number must be declared. No tenders accepted from persons in the service of the state (per Regulation 44 of Municipal SCM Regulations).
