Submit the fully completed original RFQ document in a sealed envelope to the bid box at Corner 11 & 12 Way, Magasyn/Stores, Industrial, Kroonstad by 12h00 on 21 May 2026. The envelope must be clearly marked with the tender number (4/1/009/2025-26) and title. No faxed, e-mailed, or late submissions accepted. Documents must be: completed in black pen ink, signed by an authorised signatory, unaltered, and returned in full (no missing pages). Retyped documents will be disqualified. RFQ documents are available from SCM Offices (same address) during office hours (08:00-15:30 Mon-Thu, 08:00-13:00 Fri) after paying a non-refundable R150 fee. Proof of payment is required. Attendance at the compulsory briefing on 14 May 2026 at 09h00 is mandatory for bid eligibility.

Tenders will be evaluated using the 80/20 preferential points system (80 points for price, 20 points for B-BBEE). Bids must be responsive to specifications and requirements. Only bids within the price range of R30,000.00 – R300,000.00 will be considered. Bidders must have a CIDB grading of 1GB or higher and provide proof of registration. Preference points will only be awarded if a valid SANAS-accredited B-BBEE certificate or sworn affidavit (signed by a commissioner of oaths) is submitted.

Scope: Supply, delivery, and application of concrete roof rubber sealant for Moqhaka Civic Theatre in Kroonstad. Work includes: surface preparation (removing previous waterproofing materials over 574 m²), bond and cement wash if necessary, treating concrete with bonding liquid, sealing parapet wall and slab/roof joints with GEO Stitchbond and Multi Guard Rubber, lining the entire roof with 1m-wide GEO Stitchbond and Multi Guard Rubber (75mm–100mm overlap), spraying Multi Guard Rubber in two coats at 2.5kg/m², and applying a final coat at 1.3kg/m² if no fabric lining is used. Total spread rate with inlay and topcoat must be 2.1kg/m². Product may be applied with a brush. Eligibility: Bidders must provide 1+ purchase order/completion letter for a similar project with a contactable reference.

Bid amount must be VAT-inclusive and remain fixed for 120 days from the RFQ closing date. Quotes must fall within the range of R30,000.00 – R300,000.00 to be considered. Payment terms: Invoices must comply with the Value-Added Tax Act, 1991, and clearly display VAT amounts. For supplies over R5,000, the VAT registration number of the recipient (Moqhaka Local Municipality: 4000846578) must be included. Payments will be made within 30 days of invoice submission. Performance security may be required within 30 days of contract award.

Mandatory documents: Valid original Income Tax Clearance Certificate or SARS PIN (or SARS letter confirming tax matters are in order). CIDB registration and grading certificate (1GB or higher). Municipal rates and taxes statement or clearance certificate (not older than 3 months) or alternative proof (e.g., lease agreement, tribal authority letter). Certified ID copies of all directors (not older than 6 months). Company registration documents (CIPC-CK) showing name, registration number, date, and active directors/members. Proof of CSD registration. SANAS-accredited B-BBEE certificate or sworn affidavit (signed by commissioner of oaths) for preference points. Joint ventures must submit separate compliance documents for each member. No contract will be awarded to bidders with arrears in municipal rates/taxes or unresolved tax matters.
