• Use only the official tender forms provided; do not re-type.
• Submit one original plus one copy (if paper-based) and an electronic copy on USB.
• Seal packages as "ORIGINAL" and "COPY" with employer’s address, bid reference (73343), and your contact details.
• Complete and return the entire bid and contract documents with all supporting information.
• Bids must remain valid for 12 weeks (84 days) post-closing.
• Late bids are disqualified.
• Failure to provide TCS PIN or CSD number may invalidate the bid.

Evaluation follows a multi-stage process:

• Stage 1: Test for responsiveness (compliance with tender conditions).
• Stage 2: Mandatory administration criteria – CIDB contractor grading of 1EP or 1EB or higher.
• Stage 3: Functionality evaluation (minimum 56/100 points required to proceed).
• Qualifications (40 points): Certified proof required for Electrical Test Technician (National Diploma S4/N6 Electrical), Installation/Construction Specialist (N. Dip + trade test), Tradesman Assistant (AGL training + N2).
• Experience (30 points): Minimum 5 years in high mast installation/maintenance for key personnel; 3+ years for AGL maintenance.
• References (30 points): Completion certificates and contactable references for 3+ high mast or distribution board projects.
• Stage 4: Price (80 points) and Preference (20 points) for bids ≤ R50m. Price scored using formula: Ps = 80(1 – (Pt–Pmin)/Pmin).
• Stage 5: Objective criteria (if applicable).
• B-BBEE preference points: Submit proof (affidavit or SANAS certificate). Points awarded per B-BBEE level (1–8) and for Black youth/women/disabled majority ownership.

Scope: Relocate a 35-meter-high mast and two electrical kiosks at OR Tambo International Airport.

• Contract duration: 3 months.
• Contractor must be accredited.
• Mandatory CIDB grading: 1EP or 1EB or higher.
• Required personnel:
• Electrical Test Technician: National Diploma S4/N6 (Electrical) or higher.
• Installation/Construction Specialist: National Diploma + trade test certificate.
• Tradesman Assistant: AGL training certificate + N2.
• Experience: Minimum 5 years in high mast installation/maintenance; 3+ years in AGL maintenance.
• Evidence: Certified copies of qualifications (<3 months old), CVs, completion certificates, and contactable references.

Pricing must be in Rand, fixed for the contract duration (no adjustments).

• Include all duties/taxes (except VAT) in rates.
• VAT must be shown separately.
• Submit pricing/activity schedules as returnable documents.
• Arithmetical errors corrected per tender rules; amounts in words take precedence over figures.
• Alternative bids not considered.

Tax Compliance: Submit SARS TCS PIN or CSD number. For consortia/JVs, each party must submit separately.

• B-BBEE: Provide proof (valid sworn affidavit or SANAS-accredited certificate) to claim preference points. Points for B-BBEE levels 1–8 and Black youth/women/disabled majority ownership.
• CIDB Registration: Minimum grading 1EP or 1EB.
• Company Registration: Proof of authority to sign (e.g., company resolution).
• PPPFA Compliance: Mandatory adherence to Preferential Procurement Policy Framework Act and regulations.
