• Scope: Appointment to a panel of professional service providers for Civil Engineering, Electrical Engineering, and Architectural Services.
• Services include planning, design, project management, and general maintenance of capital projects across all council facilities for a period of three (3) years.
• Works encompass: design development, scope of works, specifications, bills of quantities, tender documentation, and overall project and contract management.
• Specific infrastructure includes: road upgrades and rehabilitation (over 2000 km), pedestrian/vehicular bridges, stormwater systems, community halls, sports facilities, electrification, and street lighting across 36 wards.
• Professional service providers must act as project managers for the full project lifecycle and may source specialist sub-consultants.
• Key requirements:

• At least one company owner must be a registered professional with ECSA or SACAP.
• Electrical Engineers must also be registered in Eskom’s database.
• Valid Professional Indemnity Insurance with minimum cover of R5 million is mandatory.
• Local office must remain operational for the contract duration; municipality reserves right to inspect.
• Company must be a member of Consulting Engineers South Africa (CESA) and/or South African Institute of Architects (SAIA) in good standing.

• Company owner(s) must be professionally registered with ECSA or SACAP.
• Electrical Engineers must also be registered in Eskom’s database.
• Company must be a member of CESA and/or SAIA in good standing.
• Experience points awarded based on number of completed infrastructure projects (buildings, roads, bridges, community halls, sports facilities, electrification, street lighting).
• Provide appointment letters and verifiable reference letters as proof.

• Refer to MBD 3.3 for time-based fee pricing.
• Time-based fees will not be adjusted for inflation.
• Programme must be submitted within 14 days of appointment and updated every 12 weeks.
• Professional indemnity insurance cover required: R5 million minimum, with specific covers for property loss, personal injury, and financial loss, each for 3 years.
• Prior written approval needed for appointing subconsultants or key persons not listed.
• Services must commence within 14 days of contract effectiveness.

• Pricing must follow the Guideline Scope Services and Tariff of Fees for registered persons under the Engineering Profession Act, 2000, and the Guideline Professional Fees under the Architectural Profession Act, 2000.
• Check MBD 3.3 for time-based fees.
• Time-based fees will not be adjusted for inflation.
• Penalty for delays: R1000 per day, subject to a maximum of R2800.
• The service provider must submit a programme within 14 days of appointment acceptance and update it at intervals not exceeding 12 weeks.
• Professional indemnity insurance cover of R5 million is required, with specific insurances against property loss, personal injury, and financial loss, each for a period of 3 years.

• Other statutory competencies of owner(s) (e.g., SACPCMP, LIC, Green Building) (10 points).
• Company experience in infrastructure projects (10 points).
• Company affiliation with CESA or SAIA (10 points).

• Specific Goals (20 points):

• 10 points for local enterprise location (based on CSD report).
• 10 points for B-BBEE status of EMEs/QSEs (black ownership levels).
