Evaluation method: 80/20 point system under the Preferential Procurement Policy Framework Act and Govan Mbeki Municipality’s Supply Chain Management Policy.

Scoring breakdown:

• Price: 80 points.
• Specific goals (B-BBEE): 20 points, allocated as follows:
• Race: 6 points
• People with disability: 2 points
• Youth: 2 points
• Woman: 2 points
• Locality: 8 points

Additional evaluation: Bidders will be assessed on their ability to execute the project in terms of MFMA SCM Regulation 28(1)(b).

Scope: Appointment of a panel of service providers (maximum 10) for the supply and delivery of smart electrical meters over a 36-month period, as and when required by Govan Mbeki Local Municipality.

Pricing: Bidders must submit pricing as per the tender document. The municipality does not bind itself to accepting the lowest bid or awarding to the highest-scoring bidder.

Payment: Non-refundable bid document fee of R1000.00 required for access to tender documents.
