Evaluation uses the 90/10 preference point system: 90 points for price, 10 points for specific goals. Specific goals (10 points max) include: HDI Ownership (Black People: 2 pts, Black Youth: 3 pts, Black Women: 3 pts, People with Disabilities: 1 pt, Military Veterans: 1 pt, Black-owned Cooperatives: 1 pt); Local Economy (SMMEs: 1 pt, Johannesburg-based: 5 pts, specific Johannesburg region: 5 pts, township-based: 1 pt, community upliftment: 3 pts, subcontracting 30% to designated groups: 5 pts). Financial risk analysis will assess reasonableness of offer, unit rates, and tenderer’s financial capacity (current ratio, solvency ratio, operating profit margin, cost coverage). Deliverables include: Application Support Services, Business Application & Development Services, Strategic & Modernisation Initiatives, and Current License Renewals. Pricing must be firm (non-firm prices will be disqualified). All delivery costs must be included in the bid price. Services must comply with specifications in the bid documents. Bid must cover all obligations under the contract, including any deviations explicitly stated. Pricing schedule must include: Application Support Services, Business Application & Development Services, Strategic & Modernisation Initiatives, Current License Renewals (all for 36 months), subtotal (excl. VAT), VAT (15%), and grand total (incl. VAT).

Submit firm pricing only (non-firm prices will be disqualified). Pricing schedule must be completed and signed in accordance with the award strategy. Include all applicable taxes (e.g., VAT at 15%) and unconditional discounts in the total price. Delivery costs must be included. Alterations on pricing schedules must be initialed by an authorized signatory. Risk analysis will assess: reasonableness of financial offer, unit rates/prices, and tenderer’s financial capacity (current ratio, solvency ratio, operating profit margin, cost coverage). Metropolitan Tech Company may enter negotiations for cost-effectiveness. Payment terms: within 30 days of invoice receipt. For procurement above R10M, submit audited financial statements for the past 3 years. Tenderers must correct arithmetic errors if communicated by MTC; failure may result in rejection. Selective item offers are allowed; blank items are considered non-offered.

Mandatory compliance: Registration on National Treasury Central Supplier Database (CSD). Submit Tax Compliance Status (TCS) PIN or CSD number (if no TCS available). Foreign suppliers must complete pre-award questionnaire (Part B:3). For bids above R10M: submit audited financial statements for the past 3 years. B-BBEE: Valid B-BBEE certificate or affidavit (sworn under oath) for specific goal claims (e.g., HDI ownership, subcontracting). CIDB registration required where applicable. Municipal compliance: Proof of good standing (municipal account not in arrears >90 days or valid lease agreement; statement must not be older than 90 days from closing date). Submit fully completed and signed MBD forms: 1 (Invitation to Bid), 3.1 (Pricing Schedule), 4 (Declaration for Procurement >R10M), 5 (Declaration of Interest), 6.1 (Preference Points Claim), 7.2 (Contract Form), 8 (Declaration of Past SCM Practice), 9 (Certificate of Independent Bid Determination). Additional requirements: ID copies of shareholders/directors and share certificates (certification not older than 3 months); signed JV agreement for Joint Ventures + separate CSD registration + consolidated B-BBEE certificate; initial/sign all alterations in tender documents; General Conditions of Contract (GCC) must be signed.
