Evaluation stages: (1) Administrative Requirements: Must submit proof of tax compliance (SARS TCS or PIN), CSD registration, company registration documents, and completed SBD forms (SBD 1, SBD 3.1, SBD 4, SBD 6.1, GCC acknowledgment). Failure to meet these may lead to rejection or a 7-day grace period for supplementary administrative info. (2) Mandatory Requirements: Must provide manufacturer’s warranty (minimum 1 year) and OEM authorisation letter (not older than 3 months) if bidding as a distributor/reseller. Non-compliance results in automatic disqualification. (3) Preference Points System: 80/20 split. Price (80 points) + ATNS Specific Goals (20 points). Specific goals: 10 points for 51% Black Owned Suppliers, 10 points for 30% Black Woman Owned Suppliers. Points claimed via SBD 6.1. (4) Verification: Submit CSD report, CIPC documents, shareholder ID copies, and B-BBEE certificate or sworn affidavit. Past performance: Bidders with fraud, corruption, or SCM abuse history may be disqualified.

Delivery: Includes off-loading at ATNS sites at the service provider’s own risk and cost. Warranty: Minimum 1-year manufacturer’s warranty; defective items replaced at service provider’s cost. Submit a fully completed pricing schedule (SBD 3.1) with firm prices in RSA currency (all applicable taxes included: VAT, PAYE, income tax, UIF, SDL). (4) SBD Forms: Completed SBD 1 (Invitation to Bid), SBD 3.1 (Pricing Schedule), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim Form), and GCC acknowledgment. (5) B-BBEE: Submit B-BBEE certificate or sworn affidavit (for EMEs/QSEs). Claim points for 51% Black Owned (10 points) or 30% Black Woman Owned (10 points) via SBD 6.1.
