Two-stage evaluation process: Stage One (Functionality) requires a minimum of 70/90 points to proceed to Stage Two. Stage One criteria: 1) Evidence of contracts for maintenance/support of Network and Security Infrastructure for a minimum of 12 months (20 points); 2) Experience in supply, installation, and commissioning of Network and Security Infrastructure (20 points); 3) Partnership Level Tiers: CISCO (10 points) and SOPHOS (10 points); 4) Network and Security Engineer certifications: CISCO CCNP (10 points), Firewall Expert (10 points), Tenable NESSUS Professional (10 points). Stage Two: 20 preference points allocated as follows: ≥51% Black Owned Enterprise or 51% Black management control (5 points); ≥51% Woman Owned Enterprise or 51% women management control (10 points); Business located within Msunduzi Municipality’s jurisdiction (5 points). Evaluation is conducted in accordance with Msunduzi Municipality’s Supply Chain Management Policy and Preferential Procurement Regulations 2022.

The tender is divided into three parts: Part A – Supply, installation, and commissioning of new network hardware and security systems; Part B – Repairs, maintenance, and support of the enterprise network and security infrastructure; Part C – Acquisition of annual software licence renewals.

Preference points for B-BBEE compliance: 1) ≥51% Black Owned Enterprise or 51% Black management control by South African Black people (5 points); 2) ≥51% Woman Owned Enterprise or 51% women management control (10 points). Local preference: Business situated within Msunduzi Municipality’s area of jurisdiction (5 points). Total preference points available: 20. Compliance with Msunduzi Municipality’s Supply Chain Management Policy and Preferential Procurement Regulations 2022 is required.

Tender validity period: 4 months from the closing date (15 July 2026). The municipality reserves the right to accept the whole or any part of a tender and is not bound to accept the lowest tender.
