Provision of meter taxi services at acsa airports for up to five years

• Each vehicle must have a sealed, certified taxi meter.

• The winning bidder will be required to provide the copies of all the roadworthy certificates of the vehicles

in their fleet at contracting stage.

• All drivers must be sourced from the province for which you are bidding. (proof will be required at

contracting stage)

• ACSA will assist the winning bidders to obtain a public operating license from the department of

Transport. The winning bidder will be required to provide proof of application for a public operating

license within two (2) weeks of award.

• Bidders are responsible to provide their own security service providers at the staging areas allocated to

them by ACSA. Bidders should note that they can only source these services from the currently pre-

approved ACSA panel of licensed security service providers, namely;

(Please note that this is the current list of security service providers, the winning bidder will be required

to change the service provider as the ACSAs pre-approved list of security service providers changes).

• Bidders are responsible for the cleaning and management of the holding areas assigned to them.

• The winning bidders will be required to submit their Security and Safety plans for assessment by the

ACSA Security division at contracting stage.

• Bidders are responsible to maintain the parking bays and faciliites allocated to them in the condition they

found it in. Should there be a need for repairs, it is the responsibility of the service provider to report it to

the ACSA Contract Manager. Bidders should note that if the reason for the repairs is the responsibility

of the service provider, ACSA will recoup its costs from the service provider at fault.

• Bidders are responsible for the payment of the utilitiy bills for their allocated offices. These bills will be

shared by the contract manager at the end of each month.

• Bidders will be provided with a connection point for telephones and internet. The devices used will have

to be provided by the bidder at their own cost and with the landlord’s consent. Bidders should note that

the internet bill will be shared by the contract manager at the end of each month (should the bidder

connect to the ACSA internet facilities)

• Bidders will be required to conform to the management rules at the airport. Spot fines will be levied for

transgressions of these management rules. The rules willl be shared at contracting stage.

• The successful bidder will allow ACSA to conduct site inspections at regular intervals or as and when

ACSA requires. Should any infringements be found, the successful bidder shall undertake to make

provisions for ACSA review meetings until the infringement is resolved.

• The successful bidder shall also undertake to make provisions for ACSA stakeholder meetings and

customer care training, the frequency of which will be advised by the relevant ACSA contract manager.

• Bidders are required to operate from the location allocated to them by ACSA.

• The winning bidder will be required to provide ACSA with contingency drivers for any unplanned

absences or the relief of fatigued drivers from long trips.

PERMIT REQUIREMENTS

The winning bidder will be required to comply with all permit requirements. No permit= no taxi operation.

• GSAT training (every 2 years) from any of the following institutions:

BRANDING OF VEHICLES

Bidders are required to brand their vehicles as per the picture below. The branding must include:

- Black and white stripes (on both sides of the vehicle and the back).

- The name of the company

- Company contact details (email & number)

- Fleet number

The taxi operators will not be permitted to provide vehicles which are older than 5 years throughout the contract

period.

SECTION 4: MANDATORY AND ADMINISTRATION DOCUMENTS

4.1 Mandatory Returnable documents

ACSA will disqualify from the bid process any bidder that has failed to submit mandatory returnable

documents and information. Bidders should therefore ensure that all the mandatory returnable documents

and information have been submitted. In order to assist bidders, ACSA has also included a column next

to the required mandatory document and information to enable bidders to keep track of whether they have

submitted or not.

4.2 Other Returnable Documents and information

These types of documents and information are required but are not mandatory or are only mandatory at

specific stages of the process. ACSA may request bidders to submit these documents or information after

the closing date and time or might already have them on the system. Where a document or information is

only mandatory at a specific stage in the process, ACSA may only disqualify a bidder for non-submission

at that stage and after reasonable efforts were made to request the document from the bidder.

4.3 Validity of submitted information

Bidders must ensure that all conditions, documents and information which has been submitted in

pursuance to this bid remains valid for the duration of the contract period. In the event where a validity

document expires an updated document must be submitted. The duty is on the bidder to provide updated

information to ACSA immediately after such information has changed.

SECTION 5: RETURNABLE DOCUMENTS

5.1 DECLARATION OF INTEREST AND POLITICALLY EXPOSED PERSONS FORM

Making a Declaration

Any legal person or persons having a relationship with persons employed by ACSA, including a blood

relationship, may submit a bid in terms of this tender document. In view of possible allegations of unfairness,

should the resulting bid, or part thereof, be awarded to persons connected with or related to ACSA employees,

it is required that the bidder or his/her authorised representative declare his/her position in relation to ACSA

employees or any member of the evaluation or adjudication committee which will consider bids.

ACSA requires all bidders to declare that they have not acted in any manner inconsistent with the law, policy, or

fairness. Furthermore, ACSA requires bidders to declare if they have Politically Exposed Persons (PEP) also

REVENUE COLLECTION METHOD

A monthly fee will be charged to each service provider per the number of vehicles contracted for.

These fees will increase by 8% annually, effective on each anniversary of the contract commencement

date.

Bidders are required to quote for only the site (s) they are bidding for.

Bidders must quote strictly in accordance with the below table, failing to do so may result in a

disqualification.

The Minimum fee per vehicle, is the minimum amount ACSA is willing to accept for each vehicle type

per site (see below table). Any quotation below the minimum fee will not be accepted.

Aligned to the company’s strategy of creating stakeholder value and increasing the non-aeronautical revenue,

the meter taxi strategy is to continue to earn and grow meter taxi revenues by optimally locating meter taxi

facilities on ACSA airports. In line with this, ACSA would like to ensure the meter taxis at the airports remain a

dominant intermodal mode of transport from air to road (and vice versa).

The purpose of this tender is to appoint eight (8) service providers to provide meter taxi services at the following
