Two-phase evaluation: Phase 1 (Elimination): Bidders disqualified for late submissions, incorrect submission details, NT restricted supplier listing, NT Tender Defaulter registration, missing mandatory documents, scope non-compliance, non-attendance at compulsory briefing/site inspection, or invalid CIDB registration (<3CE). Phase 2 (Scoring): 80 points for price (Ps = 80

• (1 - (Pt - Pmin)/Pmin)) and 20 points for preference goals. Preference points: 10 for Black Ownership (100% = 10, 51–99% = 5, <51% = 0) and 10 for RDP Goals (EME/QSE: met = 10, not met = 0). Joint ventures/consortiums must provide valid B-BBEE certificates or consolidated scorecards. Sub-contracting >25% to lower B-BBEE entities is prohibited unless subcontractor is an EME with capability.

Scope: Once-off supply, delivery, and installation of 1.5mm LLDPE dam liners in 3 reservoirs & dam, and replacement of circulation pump for Building 6 Dam at CSIR Scientia Campus. Purpose: Fix leaking water reservoirs to improve campus irrigation capacity and rehabilitate existing ponds with UV/tear/puncture-resistant linear low-density polyethylene (LLDPE). Preparation: Clean existing ponds/reservoirs; cut decommissioned pipes at Building 6. Supply and Installation: 1.5mm LLDPE with Polyprop strips for Building 6 Pond, Corrugated Pond 1, 2, and 3; 6mm steel rope with thimbles, eyelets, clamps, and turnbuckles for Corrugated Ponds 1-3; pipeboot (≤110mm diameter) for Building 6 Pond; supply/install circulation pump (3-phase 380V, 4KW, 2870 RPM) with new base and fittings for Building 6; supply/install 3inch flange PVC for irrigation reservoirs; fabricate/install 1 sieve (300mm x 300mm x 300mm). Compliance: Materials and workmanship must comply with SABS, SANS 10400, and Occupational Health and Safety Act. Documentation: 12-month maintenance warranty and guarantee required. Safety: Approved safety file (CSIR SHEQ Department) mandatory before work commences.

Use the Bill of Quantities (BoQ) in Annexure B for pricing. Items include: establishment/de-establishment and material delivery; supply/installation of 1.5mm LLDPE for Building 6 Pond (320m²), Corrugated Pond 1 (345m²), Corrugated Pond 2 (345m²), Corrugated Pond 3 (335m²) with Polyprop strips and securing systems; pipeboot (≤110mm) for Building 6 Pond; removal of existing 3-phase pump; supply/install new circulation pump (3-phase 380V, 4KW, 2870 RPM) with base/fittings; supply/install 3inch flange PVC (10 units); HDPE pipes/adapters/elbows; cutting decommissioned galvanized/PVC pipes; supply/install 50mm saddles; trenching/backfilling (25m); fabricate/install sieve (300mm x 300mm x 300mm); design reservoir drawings (4 units); safety file. Include subtotal (excl. VAT), 10% contingency, VAT (15%), and grand total (incl. VAT).

Pricing must be in South African Rand (ZAR), inclusive of all applicable taxes and less unconditional discounts. Clearly indicate if prices are subject to escalation/exchange rate fluctuations, including currency and rate of exchange (ROE) used. Pricing must include freight, insurance until acceptance, duty (where applicable), and all other cost elements. Use the Bill of Quantities (BoQ) in Annexure B for detailed pricing. Explanatory notes required for deviations from the BoQ. Payment terms: According to CSIR Payment Terms and Conditions. Contingency: 10% included in BoQ. VAT: 15%. Grand total must include VAT. BoQ items: establishment/de-establishment, LLDPE supply/installation for all ponds, pipeboot, pump replacement, PVC flanges, HDPE pipes/adapters, pipe cutting, saddles, trenching/backfilling, sieve fabrication/installation, reservoir drawings, and safety file.

Mandatory: Valid CIDB registration of 3CE or higher (or CRS number). Valid letter of good standing from Department of Employment and Labour (DEL) for COID Act compliance (or private insurer). Minimum 3 reference letters/completion certificates for similar projects (2016–present), verifiable for vetting. Tax Compliance: Must be registered on Central Supplier Database (CSD) (www.csd.gov.za). Submit Tax Compliance Status (TCS) PIN (via SARS e-filing) or printed TCS certificate. For consortia/joint ventures/sub-contractors, each party must submit separate TCS PIN/CSD number. Non-compliance with tax obligations or fraudulent certificates will result in bid rejection or contract cancellation. B-BBEE: Valid B-BBEE certificate (SANAS-accredited) required for preference points. Joint ventures/consortiums must submit consolidated B-BBEE scorecards if unincorporated. Sub-contracting >25% to entities with lower B-BBEE status is prohibited unless subcontractor is an EME with execution capability. Standard Bidding Documents: SBD 1, SBD 4, and Preference Points Award Form (Annexure E) mandatory. Mutual Non-Disclosure Agreement (Annexure F) required.

All materials and workmanship must comply with SABS, SANS 10400, and the Occupational Health and Safety Act. The appointed bidder must submit an approved safety file to CSIR SHEQ Department before work commences; no work will proceed without it. Project handover documentation must include a 12-month maintenance warranty and guarantee.

Tax Compliance: No award to non-tax-compliant bidders. Successful bidders must submit SARS proof of compliance or payment arrangement within 7 working days of notification; failure results in rejection. CSIR may withdraw awards or cancel contracts if bidder is non-compliant at award time or during contract term. Limitation of Liability: Bidders participate at their own risk; CSIR is not liable for bidder costs/damages. Misrepresentations: Bid terms are incorporated into the contract; misrepresentations may lead to termination and claims.
