Evaluation is conducted in two phases. Phase 1 (Mandatory Requirements): 1) Must have completed at least three civil projects of any value (completion certificates or client confirmation required), 2) Must be registered with CIDB as Grade 2 CE or higher in Civil Engineering (CE) class of works (valid CIDB certificate required; JV submissions must include CIDB JV certificate and grading). Failure to meet these requirements results in immediate disqualification. Phase 2 (Price and Preference Points): Uses the 80/20 preference point system (for bids ≤ R50 million). Points allocated as follows: Price = 80 points (calculated using formula: Ps = 80(1 - (Pt - Pmin)/Pmin)), B-BBEE Status Level = 20 points (awarded per Preferential Procurement Regulations table: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0). Failure to submit B-BBEE proof results in 0 points for B-BBEE. Administrative documentation (CSD, SBD 4, SBD 6.1) is mandatory.

Scope: Construction of a storm water management system at Karatara Clinic, Erf 589, Western Cape. Current site has no formal system, causing rainwater ponding and access issues. Required works: 1) Construction of grassed V-drains, main and secondary storm water channels, kerb entry points, and a storm water head wall as per engineer’s design, 2) Earthworks including excavation, leveling, and disposal of surplus material, 3) Landscaping (topsoil supply, spreading, Kikuyu grass rolls, fertilizer application). Deliverables: Fully operational storm water management system. Compliance: Must adhere to civil engineering standards, SANS 50025 (structural steel, Grade S275), SANS 0400-1990 (bricks and Class II mortar), and regulatory requirements. Contractor must obtain way-leave approval from the local municipality for works on municipal land before commencement. Quality assurance certificates required. Materials: Concrete = 35 MPa @ 28 days, reinforcing steel = Grade S275 with 25mm minimum cover. Workshop drawings must be submitted for engineer approval before manufacturing.

Pricing: Submit priced Bill of Quantities (Annexure A) for all items, including VAT @ 15%. Contingency allowance of 10% is included in the final summary. Payment terms: No upfront deposits or advance payments. Payments are made only when: 1) All ordered goods/services are received in good and acceptable condition, 2) Quantities match the order, 3) All relevant documentation is submitted, 4) Delivery is signed off by NDoH. B-BBEE: Submit SBD 6.1 (Preference Points Claim Form) + B-BBEE Status Level Contributor certificate or sworn affidavit (Annexure D). Points claimed must align with B-BBEE status level per Preferential Procurement Regulations. Experience: Proof of at least 3 completed civil projects (any value) with completion certificates or client confirmation (Annexure F). Company documents: Registration documents (Annexure C). Disqualification: Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified. SBD 4 (Declaration of Interest) must be completed, signed, and submitted.
