Evaluation occurs in two phases: Phase 1 (Mandatory Requirements): 1) CIDB Grading: Must be 2 EB or higher in Electrical Engineering Works (EB class). Failure results in immediate disqualification. 2) Proof of completion of at least three electrical projects (completion certificates or client confirmation required). 3) Submission of all administrative documents (CSD Report/Number, SBD 4, SBD 6.1). Phase 2 (Price and Preference Points): 1) 80/20 preference point system applies (bid value ≤ R50 million). 2) Price: Maximum 80 points (calculated using formula: Ps = 80(1 - (Pt - Pmin)/Pmin)). 3) B-BBEE Status Level: Maximum 20 points (Level 1: 20 points, Level 2: 18 points, Level 3: 14 points, Level 4: 12 points, Level 5: 8 points, Level 6: 6 points, Level 7: 4 points, Level 8: 2 points, Non-compliant: 0 points). Disqualification risks: Listing in Register for Tender Defaulters or Restricted Suppliers List, false declarations, fraudulent B-BBEE claims, or collusive bidding.

Scope: Refurbishment of Ladybrand Doctors Consulting Room to achieve full compliance with municipal regulations and obtain Occupational Certificate. Key deliverables: 1) Full compliance and Certificates of Compliance (CoC) for plumbing and electrical works. 2) Adherence to SANS standards (e.g., SANS 10142-1 for electrical installations, SANS 10400 for glazing). 3) Quality assurance certificates for all works. Works include: Plumbing: Replacement of 22mm Polycop pipe, installation of galvanised steel piping (20mm diameter), gutters (150x125x150mm VHV), rainwater pipes (100mm diameter), and related fittings. Electrical: Rewiring of building, installation of light switches (14), ceiling-mounted light fittings (19), examination light fittings (6), external light fittings (4), socket outlets (18), PVC insulated copper conductors (2.5mm², 4.0mm²), earth conductors, distribution board upgrades (SANS 10142-1 compliance, surge protection, load balancing), and issuance of electrical CoC. All materials and workmanship must comply with SANS and local authority by-laws. Contractor must verify site dimensions and conditions before commencing work.

Pricing must cover all items in Annexure A (Bill of Quantities). Include contingency allowance (15%) and VAT (15%) in pricing. No upfront deposits or advance payments. Payment terms: 1) Goods/services received in good and acceptable condition. 2) Quantities verified to match ordered amounts. 3) All relevant documentation submitted. 4) Delivery signed off by NDoH. Payment for work done only. Submit schematic of proposed distribution board layout for approval by NDoH Electrical Engineer. Tenderer must include all additional equipment costs to ensure SANS compliance in pricing.

Mandatory: 1) CIDB Grading: 2 EB or higher in Electrical Engineering Works (EB class). Proof of active grading required (Annexure G). 2) Proof of completion of at least three electrical projects (completion certificates or client confirmation, Annexure F). 3) Valid Tax Compliance Status Pin (Annexure C). 4) Central Supplier Database (CSD) Report/Number (Annexure C). 5) Company Registration Documents (Annexure C). 6) Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim Form). 7) B-BBEE Status Level Contributor Certificate or Sworn Affidavit (Annexure D). For Joint Ventures (JV): Submit CIDB JV certificate and grading. Disqualification risks: Listing in Register for Tender Defaulters or List of Restricted Suppliers, false declarations, fraudulent B-BBEE claims, collusive bidding, or failure to submit mandatory documents.
