Scoring system: 80/20 or 90/10 preference point system applies (determined by tender value). Points allocated as follows: Price (80 or 90 points), Specific Goals (20 or 10 points). Specific Goals include: SMME status (EME & QSE: 2 points for 80/20, 4 points for 90/10), ≥50% black ownership (2/4 points), ≥30% black youth ownership (2/4 points), ≥30% black women ownership (2/4 points), ≥30% black disabled ownership (2/4 points). Tenderers must declare and substantiate claims with documentary proof. Failure to submit proof forfeits preference points. Lowest acceptable tender determines 80/20 vs 90/10 system.

Mandatory compliance with Preferential Procurement Regulations 2022. Must complete SBD 6.1 Preference Points Claim Form. Requirements: Legal registration in South Africa (CIPC or equivalent). B-BBEE status and ownership details (black ownership, youth, women, disability) must be declared and supported by valid documentation. Fraudulent claims may lead to: disqualification, cost recovery, contract cancellation, business restrictions (up to 10 years), or criminal prosecution. Organ of state may request substantiation at any time.

Disqualification risks: - Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified. - Incomplete or false declarations in the bidder’s disclosure form will result in disqualification. - Evidence of collusion, prior discussions with competitors, or improper engagement with HSRC officials may lead to disqualification and legal action.

Mandatory disclosure requirements: - Declare if the bidder or any director/trustee/shareholder/partner (or person with controlling interest) is employed by the state. If yes, provide full names, ID numbers, and state employee numbers. - Declare if the bidder or any connected person has a relationship with any HSRC employee. If yes, provide full particulars. - Declare if the bidder or any director/trustee/shareholder/partner (or person with controlling interest) has an interest in any other related enterprise bidding for this contract. If yes, provide full particulars. - Certify that the bid was prepared independently, without collusion with competitors. - Certify no discussions, agreements, or arrangements with HSRC officials regarding the procurement process, except for clarification requests. - Accept that false declarations may result in: bid disqualification, reporting to the Competition Commission, criminal investigation, or a 10-year restriction from public sector business under the Prevention and Combating of Corrupt Activities Act.
