Submit electronically via Eskom E-tendering site by 11 June 2026 at 10h00 SAST. Late submissions are not accepted. Upload documents under Technical, Commercial, Financial, and other folders. All documents must be in PDF format (max 500 MB per file, total submission ≤ 4 GB). Price list must be in PDF and Excel. No zip files or hard copies allowed. Ensure submission status is marked as complete. Resubmissions: only the latest version is valid. Mandatory disqualifiable returnables at tender closing: Authorisation Form (Annexure A), Acknowledgement Form (Annexure B), Tenderer’s Particulars (Annexure C), Integrity Declaration Form (Annexure D), CPA for local goods/services (Annexure E), SBD 6.2 Declaration Certificate + Annexures G1-G4, SBD 1 (Annexure H), SBD 4 (Annexure J). Missing any of these by the deadline disqualifies the tender.

Eligibility: Tenderers must not be on international sanctions lists, submit only one tender (individually or via JV/consortium), have no conflict of interest, be authorized to sign, and not be restricted by National Treasury, Eskom, or the Tender Defaulters list. Subcontracting 100% of the scope is prohibited. Attendance at the compulsory clarification meeting (27 May 2026) is mandatory; non-attendance disqualifies. Evaluation stages: Functionality (80% minimum pass rate) with criteria: Requirements of Spec 240-171000524 (45%), Experience (20%, section minimum 70%), Item Specifications (35%). Price evaluation: Inclusive of VAT, corrected for errors, excluding contingencies, adjusted for deviations, scored out of 80 or 90 points. Specific Goals (PPPFA) scored out of 10 or 20 points. Ranking uses 80/20 or 90/10 preference system. Non-submission of Specific Goals proof scores zero but does not disqualify.

Scope: Design, supply, installation, testing, commissioning, and maintenance of a complete intelligent security and substation plant monitoring system for a pilot project. Key deliverables: Perimeter/outdoor security (Fibre Perimeter Intrusion Detection, PTZ/fixed/bullet cameras), Control room/intelligent systems (AI-based plant monitoring, NVRs/servers, alarm panels, displays), Network/infrastructure (industrial-grade switches, firewalls, fibre backhaul cabling), Power supply (new AC Distribution Board modifications), Engineering/design (comprehensive system design, as-built docs), Site establishment, safety compliance, environmental authorisations. Compliance with Eskom Specification 240-171000524 ('Intelligent Substation & Security System Specification') is mandatory. Tenderers may bid for single/multiple/all items. Deviations must be listed in the deviations schedule.

Payment terms: ≤ R50M (incl. VAT): 30 days from undisputed invoice receipt. > R50M (incl. VAT): 60 days from undisputed invoice receipt. Performance security: If required, select ≥2 financial institutions from Eskom-approved list. Cataloguing: May be required post-award; include line item in pricing schedule (Eskom pays). Pricing: Submit priced BOQ, NEC 3 Offer and Acceptance, and pricing schedule (PDF + Excel). Eskom may negotiate if prices are not market-related. Unconditional discounts considered; conditional discounts not scored but applied at payment. Price evaluation includes VAT, error corrections, deviation adjustments, and Net Present Value comparison.

Mandatory: CSD registration (proof at contract award), Tax clearance certificate (local tenderers without CSD/SARS PIN; foreign with SA footprint), B-BBEE status proof (certificate/affidavit/Act compliance), Employment Equity Act compliance (SA designated employers). Local content: Electrical/telecoms cables (90% threshold), Steel products (100% threshold). Submit SBD 6.2 Local Content Declaration Certificate, Annexure C (Summary Schedule), and DTIC exemption letter if thresholds unmet. Health & Safety: COIDA Certificate of Good Standing (SA tenderers), OHS plan, baseline risk assessment, SHE competencies (e.g., Safety Officer CR 8.5), SHE policy, medical surveillance, substance abuse program. Financial capacity: Latest approved annual financial statements (no drafts), including director’s/auditor’s reports, public interest score (if applicable), ITA34C (if applicable). For JVs/SPVs: each partner submits statements. Environmental: Policy, organogram, waste management plan, emergency preparedness plan, incident register, competency training certificates. Integrity: Supplier Integrity Pact must be downloaded and read.
