Submit electronically via Eskom E-Tendering portal by the closing date and time. No hard copies or zip files accepted. Upload documents under folders: Technical, Commercial, Financial, and Other. Each document max 500MB; total submission max 4GB. Price list must be in PDF and Excel. Latest submission version overrides previous ones. Ensure submission status shows as 'complete'. Mandatory returnables at closing (disqualifiable if missing): Authorisation Form (Annexure A), Acknowledgement Form (Annexure B), Tenderer’s Particulars (Annexure C), Integrity Declaration Form (Annexure D), CPA for Local Goods/Services (Annexure E if applicable), CPA for Imported Goods/Services (Annexure F if applicable), SBD 1 (Annexure H), SBD 6.1 Preference Points Claim Form (Annexure I), SBD 4 Bidders Disclosure (Annexure J), E-Tendering Help Manual acknowledgement (Attachment 14). Eligibility: Tenderers must not be from sanctioned countries; submitting multiple tenders (except within system limits); in conflict of interest; restricted by National Treasury/Eskom; on Tender Defaulters list; signing with unauthorized persons; subcontracting 100% of scope. Joint ventures must have joint and several liability agreement. Must be eligible to do business with Eskom/state-owned companies. Functionality: Minimum 70% threshold required (may be reduced to 60% if no tenderer meets 70%). Scoring: Price (80 points, inclusive of VAT, corrected for errors, excluding contingencies, adjusted for deviations, NPV-based, unconditional discounts considered). Specific Goals (20 points under PPPFA). Ranking: 80/20 preferential point system. Objective criteria not applicable. Reverse e-auction not applicable.

Scope: Supply and delivery of chemicals to various Peaking Power Stations on an 'as and when required' basis for 5 years. Mandatory technical returnables: Technical Evaluation Criteria (Attachment 2), Supplier Quality Management Specification (Attachment 6), Quality Control Plan or Inspection Test Plan (QCP/ITP Rev 2, Attachment 7), CQP Template 2021 (Attachment 9), Method Statement template (Attachment 8). Safety requirements: Eskom Acknowledgement Form for OHS Legal and Other Requirements (Attachment 10), Annexure C3 - Tender Evaluation Template Low Risk (Attachment 11). Cataloguing may be required post-award; pricing schedule must include a line item for it if applicable. NEC3 Supply Contract applies.

Pricing: Submit in PDF and Excel. Payment terms: 30 days for contracts ≤ R50M (incl. VAT); 60 days for contracts > R50M (incl. VAT). Eskom reserves the right to negotiate prices if not market-related. Unconditional discounts are scored; conditional discounts applied at payment. Financial statements required: Latest approved annual statements (or management accounts) including director’s/auditor’s reports, financial position, comprehensive income, cash flows, equity changes, and notes. Start-ups (<12 months) exempt but must submit first-year statements if awarded. ITA34C copies required for non-audited SA entities.

Mandatory for all tenders: CSD registration (CSD number/report). Additional requirements (where applicable): B-BBEE certificate or sworn affidavit (20 points under PPPFA). Tax Clearance Certificate (local/foreign with SA footprint; foreign suppliers with no SA footprint must complete SBD1 but no tax proof required). COIDA certificate (SA tenderers only). Employment Equity compliance proof (SA designated employers only). CIDB grading proof (if applicable, within 21 working days of closing). SBD forms: SBD 1 (all tenderers), SBD 6.1 (Preference Points Claim), SBD 6.2 (Local Production/Content Declaration if designated materials included), SBD 4 (Bidders Disclosure). Integrity Pact Declaration (Annexure D) and Supplier Integrity Pact download required. Local Content: Annexures G1-G4 if designated materials are included.
