5-Year hazardous locations electrical services contract at eskom’s duvha power station

• Submit tender electronically via Eskom E-tendering site by the stipulated closing date and time. No late tenders accepted.
• For e-tendering: upload and finalize tender via Eskom Tender Bulletin site on the Eskom E-tendering page. Ensure documents are submitted, accessible, and not corrupt.
• Tenders must be submitted in English. Written tenders must be completed in ink, not pencil.
• Return mandatory tender returnables by tender closing date and time. All documents must be fully completed.
• Submit a complete original tender in paper form plus one complete copy if required (for non-e-tendering). Mark packages as "ORIGINAL" and "COPY".
• Seal packages in an outer package marked "Confidential" with Eskom address, tender number, tenderer's name, address, email, and contact number.
• Sign the original tender. The signatory is held liable.
• Attend compulsory site visit/clarification meeting if stipulated; failure to attend results in disqualification.
• Submit Integrity Declaration Form and other required annexures (Annexures A-K) as listed in the tender documents.

General:

• Tenderers must not be on any international sanctions list or restricted by National Treasury.
• Tenderers must not have a conflict of interest with Eskom or other tenderers.
• Tenderers must not subcontract 100% of the scope of work.
• Tenderers must be registered on Eskom’s Vendor Database.
• Tenderers must comply with Eskom’s Procurement and Supply Chain Management Policy (32-1034).

Technical:

• Valid registration as an electrical contractor with the Department of Labour (DoL) for a minimum of 5 years.
• Valid Master Installation Electrician (MIE) certification from DoL.
• Registration as an Electrical Engineer or Technologist with ECSA (Engineering Council of South Africa).
• Experience in hazardous location projects, with traceable completion certificates for at least 3 projects in the past 10 years.
• Key personnel (e.g., Project Manager, ECSA Engineer, MIE, Safety Officer) must have minimum 5 years’ experience in hazardous locations.

Financial:

• Audited financial statements for the past 18 months (or last year if unavailable).
• Financial viability to execute the contract without posing a risk to Eskom.

Compliance:

• Valid tax clearance certificate (or equivalent for foreign tenderers).
• Compliance with Employment Equity Act (submission of EE reports for South African tenderers).
• Valid CIDB (Construction Industry Development Board) grading (if applicable).
• Proof of COIDA (Compensation for Occupational Injuries and Diseases Act) registration.

Evaluation Process:

• Mandatory criteria are gatekeepers; failure results in disqualification.
• Qualitative criteria scored on weighted basis; minimum threshold of 70% required.
• B-BBEE scoring based on CSD report or certificate/affidavit provided at closing.
• Specific Goals evaluated; failure to meet results in zero points but not disqualification if otherwise acceptable.
• Prices and Specific Goals scores combined for ranking under PPPFA.

Scope:

• Identification, classification, designing, installation, maintenance, and training of hazardous locations at Duvha Power Station for a period of 5 years (60 months).
• Conduct earth mat continuity tests for all electrical systems in Units 1-6 and outside plants including substations.
• Provide training to Duvha employees in Engineering, Maintenance, and Operating Departments.

Key Requirements:

• Compliance with Occupational Health and Safety Act (OHS Act), Electrical Machinery Regulation Section 9, SANS 10108, SANS 60079 series, and other referenced standards.
• Hazardous locations must be identified, classified, and demarcated. Equipment selection and installation must comply with area classification.
• Contractor must submit method statements, quality control plans (QCP), inspection and test plans (ITP) for review and acceptance prior to work commencement.
• Certificate of Compliance (CoC) must be issued by a registered Master Installation Electrician.
• Regular inspections and maintenance as per statutory requirements (SANS 60079-17).
• Contractor provides all tools, equipment, materials, spares, labour, and accommodation required.
• Adherence to Eskom Life-Saving Rules and safety standards is mandatory.

• Payment terms: For contracts below R50 million including VAT, Eskom commits to paying within 30 days of receipt of undisputed invoices. For contracts above R50 million including VAT, terms as stipulated.
• Prices must be fixed for the contract duration unless otherwise provided.
• Rates and prices must be stated in South African Rand unless instructed otherwise.
• Include all duties, taxes (including VAT), and levies applicable 14 days prior to closing date.
• Tenderers bear all costs of tendering; no compensation from Eskom.

• Valid tax clearance certificate required.
• B-BBEE minimum level: Level 1. Points allocation: 10 points. Proof of B-BBEE status via CSD report, certificate, or sworn affidavit must be provided at closing.
• Compliance with Employment Equity Act; submission of EE reports for SA tenderers.
• Valid CIDB grading required if applicable. Proof of registration or application must be submitted at closing; actual proof required by contract award.
• Proof of COIDA registration (Letter of Good Standing).
• Safety, Health, Environment and Quality (SHEQ) systems, policies, and capabilities must be proven at closing.
• Compliance with relevant legislation: National Treasury instructions, CIDB regulations, PPPFA, Amended B-BBEE Codes, OHS Act, etc.
• Tenderers must not be under restriction to do business with Eskom or State-Owned Companies.
• Submit Integrity Declaration Form and disclose any conflicts of interest.

Quality Requirements Evaluation (Category 2 applies):

• Submit valid ISO 9001 certificate or objective evidence of documented QMS complying with ISO 9001.
• Provide QMS manual, quality policy, objectives, documented procedures for control of documents, nonconforming outputs, corrective action, and internal audits.
• Submit roles/responsibilities matrix, control of external providers documentation, latest internal audit report, and management review records.
• Draft contract quality plan specific to scope required.
• Draft or example inspection and test plan (ITP) or quality control plan (QCP) for similar work required.
• Complete and sign Form A (Tender and Contract Quality Requirements).
