• Envelope must state the tenderer's name.
• No telephonic, e-mail, unmarked or late tenders will be considered; the tender box is emptied just after closing time.
• Tender documents are sold at a non-refundable fee of R500.00 from 14 August 2026 at the Cash Point (no EFT).
• Returnable forms (MBD 3.1, Form of Offer, MBD 4, MBD 6.1, MBD 8, MBD 9, Resolution of Board of Directors) must be completed in full; omission or incomplete submission leads to disqualification.
• Compulsory annexures: SARS tax compliance status pin, current municipal account (or lease/tribal authority letter), valid CSD summary report, proof of SAQA registration, HET Certificate, CHE/HEQC accreditation, proof of institutional status, proof of DHET registration.

Compulsory documents to attach: Tax Compliance status pin from SARS; current municipal account (not older than 3 months, not in arrears for more than 3 months, or valid lease agreement or tribal authority letter); valid CSD summary report; proof of SAQA registration, HET Certificate, CHE/HEQC accreditation; proof of institutional status (public or private); proof of DHET registration; completed forms (MBD3.1, Form of Offer, MBD 4, MBD 6.1, MBD 8, MBD 9, Resolution of Board of Directors).

Evaluation is based on the ability to execute the project per MFMA SCM regulation 28(1)(b).

• Preferential points: 80 for price, 20 for specific goals (race 6, people with disability 2, youth 2, woman 2, locality 8).
• Bidders failing to submit any compulsory document will be disqualified.
• The municipality may reject any tender, accept part of it, and does not bind itself to the lowest or highest scoring tender.

• Contract duration: 36 months.
• Invitation issued under Section 110 of the Municipal Finance Management Act, 2003.
• Institutions must be registered with SAQA, hold HET accreditation, have CHE/HEQC accreditation, and be registered with DHET.

Tender documents cost a non-refundable R500.00, payable in cash.

No other financial requirements are specified in the notice.

Mandatory compliance requirements (failure leads to disqualification):

• Registration on the Central Supplier Database (CSD summary report).
• Valid SARS tax compliance status pin.
• Current municipal account (not older than 3 months and not in arrears for more than 3 months), or a valid lease agreement or stamped tribal authority letter.
• Proof of SAQA registration, HET Certificate, and CHE/HEQC accreditation.
• Proof of institutional status (public or private) and DHET registration.
• Completed forms: MBD 3.1, Form of Offer, MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination), and Resolution of Board of Directors.
• No awards to persons in service of the state, or whose directors/managers/shareholders are, or who are advisors/consultants contracted to the municipality.

No award will be made to a person not registered on the Central Supplier Database; to anyone in the service of the state; to a juristic person with a director, manager, principal shareholder or stakeholder in the service of the state; or to an advisor or consultant contracted with the municipality or municipal entity.
