Attendance at the compulsory virtual briefing session on 11 June 2026 at 10h30 via Microsoft Teams (register via ERWAT website) is mandatory; bids from non-attendees or those not on the attendance register will be disqualified. The attending company representative must have relevant technical expertise. For joint ventures, at least one member must attend. Queries must be submitted in writing at least 5 working days before closing date. Addenda responses may grant a 10-day extension for further queries post-briefing.

Evaluation follows ERWAT’s Supply Chain Management Policy, MFMA SCM Regulations, and Preferential Procurement Policy Framework Act (2000) and Regulations (2022). Process: Pre-compliance evaluation first; non-compliant bids are disqualified. Functionality evaluation requires a minimum score of 80/100 to proceed. Scoring: Price (90 points) + Specific Goals (10 points). Bids are ranked from highest to lowest total points. Recommendations are made to the Bid Adjudication Committee (BAC). Mandatory requirements: CIDB 7EP or higher registration; attendance at compulsory briefing; no municipal arrears >90 days; valid SARS tax status; not in service of the state; all mandatory documents submitted; lead partner in JVs must be 7EP registered; sub-contractors must have appropriate CIDB grading. Disqualification risks: Incomplete/altered documents, failure to sign or initial changes, non-attendance at briefing, or fraudulent claims. Penalties for fraudulent preference claims include contract cancellation, financial penalties, or blacklisting for 5 years.

Scope: Supply, installation, and commissioning of electrical distribution switchboards and motor control centres (MCC) for various Ekurhuleni Water Care Company sites on an 'as and when required' basis over 36 months. Framework contract allows appointment of 1-3 bidders. Work is primarily mechanical but may include civil, electrical, and control & instrumentation aspects. Sub-contracting: Sub-contractors must have sufficient CIDB grading for their portion of work; allocate contract price portions and provide proof of CIDB grading. Standards: SABS Certification required for Busbars (SANS 60439-1/IEC 60439-1 or SANS 61439-1&2/IEC 61439-1&2) and Low Voltage Assembly (same standards). Letter of Support from MCC manufacturer required (OEMs submit SABS certificates only). Deliverables: Fully functional, compliant switchboards and MCCs meeting specified standards. Quality: Non-responsive bids may result from incomplete or non-compliant technical submissions. Mandatory documents: Proof of CIDB 7EP registration, Electrical Contractor registration with Dept of Employment and Labour, SABS certifications, and manufacturer’s letter of support (where applicable).

Pricing: Rates in ZAR, fixed and firm for the first 12 months. Annual increments based on MBD 3.2 pricing structure. Rate-based tender. Performance Guarantee: Successful bidder must submit a letter of intent from an approved insurer for Performance Guarantee (format in Part C1.3) at Service Level Agreement stage. Payment Terms: Final terms negotiated at contract close-out. Market-related rates may be determined by ERWAT; highest-scoring bidder's rates (subject to market evaluation) may be offered to other qualifying bidders. Financial Capacity: Bidders may be required to provide written evidence of adequate financial, labour, and resources. ERWAT reserves the right to conduct financial investigations via chartered accountants/auditors. Bank Rating: Submit bank rating (not older than 6 months) for Financial Resources evaluation (10 points). Tender offer validity: 120 days from closing date.

CIDB Registration: Minimum 7EP class for construction work (or higher). Joint ventures: All members must be CIDB-registered; lead partner must have 7EP (or not lower than one level below); combined grading must meet tender sum requirements. Sub-contractors: Must have sufficient CIDB grading for their scope. CSD Registration: Proof of Central Supplier Database registration (supplier number). B-BBEE: Valid B-BBEE Verification Certificate from accredited agency or B-BBEE Affidavit (signed by Commissioner of Oaths). Tax Compliance: Proof of SARS Tax status (valid SARS PIN) and completion of MBD forms (1, 2, 3.2, 4, 5, 6.1, 8, 9). Municipal Compliance: Updated proof of payment of rates and taxes (≤3 months old) for bidding company and all directors. Exceptions: Leased premises require valid lease agreement + SAPS Affidavit; traditional lands require Tribal Authority letter + SAPS Affidavit. Professional Registrations: Electrical Contractor registration with Dept of Employment and Labour; ECSA registration for Project Manager (Professional Electrical Engineer, NQF 7); Instrumentation Technician (National Diploma in Electrical Engineering, NQF 6); Electrician with Trade Test (QCTO Accredited). SAQA accreditation required for foreign qualifications. All registrations must be valid at tender closing. Corporate Governance: No bids from persons in the service of the state (per Regulation 44 of Municipal SCM Regulations). Past Performance: Bidders with unsatisfactory performance on previous state contracts (last 5 years) may be disqualified.
