A 3 staged approach will be used to evaluate proposals: Stage 1: Administrative compliance and mandatory requirements (not scored, non-compliance deemed non-responsive). Stage 2: Evaluate the Functionality Criteria of the Bid - bidders must score 70 points to be considered for further evaluation. Stage 3: Evaluate Price and Specific goals - 80/20 points system will be utilised: Price = 80 points, Specific goals = 20 points. Functionality criteria: 1. Accreditation with relevant training authority (30 points) - attach valid proof of registration/accreditation with SETA. 2. Experience (40 points) - attach orders or signed appointment letters on letterhead indicating amount and proof of completion, not older than five years. 3. Methodology (30 points) - attach methodology indicating approach, systems, and methods to be implemented.

The Department of Social Development is seeking the services of an accredited service provider to conduct training on Financial Administration related course through face to face interaction in all five districts of the Free State province. The training will take place at the following towns: Thabo-Mofutsanyana District - Leratong Childrens Centre; Lejweleputswa District - Welkom; Fezile Dabi District - Kroonstad Office; Xhariep District - Springfontein; Mangaung Metro District - Botshabelo. The service provider must cover financial reporting and proper management of funds. Deliverables: Completion of Certificate at the end of the training; provide relevant training materials; provide detailed methodology together with course content.

Bidder's relevant experience in training courses relevant to the scope. Attach orders or signed appointment letters (on the letterhead of the institution) relating to training services provided indicating the amount of the projects together with proof of completion/delivery. The proof attached must not be older than five (05) years. The department reserves the right to further verify the credibility of the source documents.

The goods supplied shall conform to the standards mentioned in the bidding documents and specifications. The supplier shall permit the purchaser to inspect the supplier's records relating to the performance of the supplier and to have them audited by auditors appointed by the purchaser, if so required by the purchaser.

Pricing schedule for Financial Administration Training programme (One Unit Standard core) for 10 participants per location: 1. Two days duration in Mangaung Metro; 2. Two days duration in Lejweleputswa Welkom; 3. Five days duration in Thabo Mofutsanyana District: Leratong Children's Centre; 4. Five days duration in Springfontein Hall; 5. Five days duration in Fezile Dabi in Kroonstad; 6. Five days duration in Mangaung Metro - Botshabelo Library; 7. Five days duration in Lejweleputswa - Welkom Office. Facilitation fee and total to be provided. Offer valid for 90 days from closing date.

Mandatory requirements: 1. Attach valid proof of registration/accreditation with the relevant sector education and Training Authority (SETA). 2. Bidders/Members/individuals must not be restricted. 3. Bidders/Members/Individuals must not be in employee of the State. Tax compliance: Bidders must ensure compliance with tax obligations; submit unique PIN issued by SARS; may submit printed TCS certificate; each party in consortia/joint ventures must submit separate TCS certificate/PIN/CSD number. No bids will be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members persons in the service of the state.

The General Conditions of Contract (GCC) will form part of all bid documents and may not be amended. Special Conditions of Contract (SCC) relevant to a specific bid should be compiled separately for every bid (if applicable) and will supplement the GCC. Whenever there is a conflict, the provisions in the SCC shall prevail. The successful bidder will be required to fill in and sign a written contract form (SBD7).
