Submit a completed quotation in a sealed envelope, clearly marked 'Quotation No. GMQ103/25-26', to the tender box on the Fifth Floor, Directorate: Financial Services, Supply Chain Management Unit, Civic Centre, York Street, George by no later than 12:00 on Friday, 12 June 2026. Late, unmarked, posted, faxed, or emailed quotations will not be accepted. Quotation documents are available for a non-refundable deposit of R67.85 from the Supply Chain Management Unit or free of charge on www.george.gov.za. Do not dismember the quotation document. All relevant documents must be attached at the end. Quotation must be completed in black ink; corrections must be crossed out and initialed. No correction fluid is allowed. Ensure all forms (MBD1, MBD4, MBD6.1, MBD8, MBD9) are completed and submitted where applicable.

Evaluation uses the 80/20 Preferential Point System as per the Preferential Procurement Policy Framework Act Regulations 2022. Points allocation: 80 points for price, 10 points for B-BBEE status level, and 10 points for locality. The successful provider will be the one scoring the highest points. Price points are calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps is the points scored, Pt is the tender price, and Pmin is the lowest acceptable tender price. B-BBEE points are awarded based on the bidder's B-BBEE status level (e.g., Level 1: 10 points, Level 2: 9 points, down to Non-compliant: 0 points). Locality points are awarded as follows: Within George Municipality: 10 points, Garden Route District Municipality: 6 points, Western Cape: 4 points, Outside Western Cape: 2 points. Bidder MUST submit a valid B-BBEE certificate and proof of address to qualify for these points. Failure to attach required documents will result in zero points for the respective criteria.

Supply and delivery of a Digital Time Domain Reflectometer (TDR) set: SebaKMT Teleflex SX or equivalent. The pre-location unit must have the following features: Time Domain Reflection Measurement on 3 phases simultaneously; compatible with all fault location systems; Arc Reflection Measurement by ΔU Trigger; Impulse Current Mode; Voltage Decay Method; Intermittent Fault Location; ARM Slide; Arc reflective burning; symmetrical/unsymmetrical reflection measurements; on-line guidance system for step-by-step fault locating; automatic trace analysis with cable end and fault position indication; 15” color display; high resolution (400 MHz sampling rate); internal compensation for short-range fault location; 2 GB memory for data storage; USB interface for memory stick and printer; PDF report generation; 15 measurements in one ARM shot; automatic storage of all measurements; professional range adjustment; evaluation of direct measurement on phase, comparison of two phases, and difference of two phases; built-in battery for 4 hours continuous operation with intelligent charger; pulse width variable from nanosecond to 10 microsecond range; measuring range of 20m to at least 160 km.

Bidders must provide details of similar works or services satisfactorily completed in the past. This includes a description of the work, contract value, employer name, duration, and completion date. The information must be provided in the Past Experience schedule, which is compulsory to complete.

The pricing schedule must include the description, quantity, and total price (VAT excluded and included) for the TFX SX or equivalent portable reflectometer. The total price must cover all applicable taxes. Bidders must comply with the quotation specifications to be considered for evaluation.

Pricing must be firm and valid for at least 60 days from the date of offer. Provide total price (VAT excluded and included) in the Pricing Schedule. All transactions exceeding R30,000 must be accompanied by a valid tax clearance certificate issued by SARS. Quotations above R30,000 (VAT included) and up to R300,000 (VAT included) will be evaluated under the 80/20 system. Include all applicable taxes in the total price. Payment terms and delivery period must be clearly indicated.

Bidder must submit: Valid B-BBEE certificate (original or certified copy); proof of address for locality points; TCS PIN for tax compliance; MBD1 (Tax Compliance Information), MBD4 (Declaration of Interest), MBD6.1 (Preference Points Claim Form), MBD8 (Declaration of Bidder’s Past SCM Practices), and MBD9 (Certificate of Independent Bid Determination) forms. Successful bidder must register on the Central Supplier Database (CSD). Certified copies of directors' and owners' identities must be attached. Status of Municipal accounts must be submitted. No quotations will be considered from persons in the service of the state, provincial government, or municipality. Joint Ventures/Consortia must submit a Joint Venture Agreement and valid tax clearance certificates for each enterprise.

The contract will be governed by the terms and conditions contained in the George Municipality’s Supply Chain Management Policy. The successful bidder must register on the Central Supplier Database (CSD). The bidder must accept full responsibility for the proper execution and fulfillment of all obligations under the contract. If the bidder withdraws their quotation or fails to fulfill the contract, the Municipality may cancel the contract and claim damages. The law of the Republic of South Africa shall govern the contract. The contract must comply with the Protection of Personal Information Act (POPIA), ensuring confidentiality and security of personal information processed on behalf of the municipality.
