Submit via the e-Tender Portal only. Key requirements: Bids must be delivered by 11:00 AM on 28 May 2026 to the correct address. Late bids are disqualified. Use official forms (SBD1, SBD3, SBD4, SBD6.1) as provided—do not re-type. Bids must be complete, sealed, and labeled with bid number, bidder name, and closing date. No submissions via fax, email, or post/courier after the deadline. All alterations must be initialed; correcting fluid is prohibited. Bids will be opened in public after closing. Required documents: SBD forms, B-BBEE certificate or sworn affidavit (for EMEs/QSEs), Tax Compliance Status (TCS) PIN or CSD number, VAT registration number, and proof of authority to sign (e.g., company resolution).

Evaluation is based on the 80/20 preference point system. Criteria: 1) Price: 80 points (lowest acceptable bid scores highest). 2) Specific Goals: 20 points (Black ownership: up to 10 points; Women ownership: up to 7 points; Youth ownership: up to 3 points). Mandatory compliance: Tax Compliance (SARS TCS PIN or CSD number), B-BBEE certificate or sworn affidavit (for EMEs/QSEs), and no state employees or entities with state-employed directors/members. Collusion or fraudulent claims may lead to disqualification or legal action. Points are awarded only if proof is submitted.

Scope: Professional proofreading, editing, design, layout, and printing of the BMA 2025/26 Annual Report (approx. 80 pages). Deliverables: Proofreading and editing, design and layout, printing, and 5 branded USBs. Specifications: A4 standard or custom sizes; 60-80 pages; paper: 130gsm silk or uncoated premium; cover: 300gsm with lamination options; finishes: matt/gloss lamination, spot UV. Photos for the report will be provided by BMA. All costs (including delivery, taxes, and VAT) must be included in the bid price. Offer must be valid for 90 days from closing date.

Pricing must be firm (no adjustments allowed). Submit pricing in ZAR, inclusive of VAT and all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Use SBD3.1 Pricing Schedule. Payment terms: Within 30 days of receipt of approved invoice, against key deliverables. Disbursements (if any) must not exceed 10% of total payment and require original receipts. Remuneration is a fixed price for the service rendered. Delivery costs must be included in the bid price.

Mandatory forms: SBD1 (Invitation to Quote), SBD3 (Pricing Schedule), SBD4 (Bidder’s Disclosure), SBD6.1 (Preference Points Claim Form). Tax Compliance: Provide TCS PIN (via SARS e-Filing at www.sars.gov.za) or CSD number if registered on the Central Supplier Database. VAT registration number required. B-BBEE: Submit active B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Foreign suppliers: Must complete the foreign supplier questionnaire if applicable. No bids accepted from persons in the service of the state or entities with directors/members in the service of the state. Consortia/joint ventures: Each party must submit separate TCS/CSD documentation. Non-compliance with any requirement may invalidate the bid.
