Submit your bid in a sealed envelope or container, clearly marked with your company name and the tender reference number (IEC/COM-01/2026). Deposit it in the tender box or designated room at Election House, Riverside Office Park, 1303 Heuwel Avenue, Centurion, 0046, before 11:00 on 10 June 2026. Late bids, bids submitted via email, fax, post, or to incorrect locations will be disqualified. All tender forms (pages 1–80) must be completed in original ink, signed/initialed where required, and returned. Photocopied signatures or alterations without initials will invalidate the bid. No correction fluid or tape is permitted. Ensure all pages are included and legible. Bids must be market-related and all-inclusive (VAT where applicable).

Scoring follows the 80/20 preference point system (tender value ≤ R50,000,000). Price accounts for 80 points, calculated as: Ps = 80(1 − (Pt − Pmin)/Pmin), where Pt = bid price, Pmin = lowest acceptable bid price. B-BBEE status contributes 20 points, awarded per the Preferential Procurement Regulations, 2022. Points for B-BBEE: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. EMEs must submit a CIPC B-BBEE certificate or sworn affidavit. QSEs must submit a B-BBEE affidavit or SANAS-accredited certificate. Generic entities must submit a SANAS-accredited B-BBEE certificate. Sub-contracting >25% to a lower B-BBEE level entity disqualifies the bidder from preference points. Ties are resolved by higher B-BBEE points, then by lot.

Scope: Branding and kitting of two (2) Outside Broadcast (OB) trucks for the Electoral Commission. Deliverables must meet the specifications outlined in the tender document. Tenderers must indicate compliance with specifications or provide deviations (without altering tender forms). All tools/equipment must be supplied by the successful tenderer unless otherwise stipulated. Local content is encouraged.

Pricing must be all-inclusive (VAT for registered vendors) and market-related. Firm prices are required unless otherwise stated. Non-firm prices may be adjusted only for statutory duties/taxes or proven cost changes, with supporting evidence. Prices must be quoted in ZAR. Payment terms: 30 days from receipt of valid invoice and statement of account. Banking details must be validated on the Central Supplier Database (CSD).

Mandatory: Registration on the Central Supplier Database (CSD) with valid tax compliance status (verified via CSD). Tax affairs must remain compliant until award. Submit valid B-BBEE certificate/affidavit: EMEs (CIPC or sworn affidavit), QSEs (sworn affidavit or SANAS certificate), Generic (SANAS certificate). Sub-contractors >25% of contract value must also be tax compliant and meet B-BBEE requirements. Employment Equity Act (EEA) compliance: Designated employers must submit a Section 53 certificate or declaration. No bids from tender defaulters or restricted suppliers. Political party affiliations may disqualify bidders.
