Submit your bid by completing all applicable tender forms (pages 1–48) in original ink. No retyped or substituted pages are allowed. Photocopies may be used but must be signed/initialled in original ink. Do not use correction fluid, tape, or similar products—this will invalidate your bid. All alterations or corrections must be signed/initialled. Pencil is not permitted. Ensure all pages are present, numbered, and legible. Missing pages or incomplete submissions will be disqualified. Submit in a sealed envelope or container marked with your company name and tender reference (IEC/FS-02/2026). Deposit the bid in the tender box or designated room at 1st Floor, Nobel House, 196 Nelson Mandela Avenue, Bloemfontein, during office hours only. Bids submitted elsewhere, via email, fax, post, or electronic means will not be accepted. Late bids are recorded but set aside and will not be considered. No responsibility is taken for late submissions under any circumstances. Bidders must not influence the tender process—doing so will result in automatic disqualification.

Scoring uses the 80/20 preference point system (tender value ≤ R50M). Price accounts for 80 points, and B-BBEE specific goals account for 20 points. Points for price are calculated as: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the bidder’s price and Pmin is the lowest acceptable price. B-BBEE points are awarded based on the bidder’s status level (e.g., Level 1: 20 points, Level 2: 18 points, etc.). Mandatory requirements: Registration on National Treasury’s Central Supplier Database (CSD), tax compliance (status must be 'compliant' on CSD at bid submission and award), valid B-BBEE status (EMEs: CIPC certificate/affidavit; QSEs/generic: SANAS-accredited certificate), no history of SCM abuse, fraud, or non-performance on prior contracts, and no affiliation with political parties or state employees involved in evaluation. Disqualifying factors: Late submission or submission to incorrect tender box/room, use of correction fluid or unsigned alterations, incomplete/missing tender forms or unsupported B-BBEE claims, non-compliant tax status or CSD registration, pencil-used or mechanically signed documents. In case of tied scores, the bid with the highest B-BBEE points wins. If still tied, the award is decided by drawing lots.

Provide local office accommodation for the Electoral Commission’s Mangaung local office. The scope includes all necessary services, facilities, and compliance with the Electoral Commission’s operational and administrative requirements. Bidders must ensure the accommodation meets the standards and specifications outlined in the tender document. Deviations from specifications must be clearly indicated; changing specifications on tender forms will invalidate the bid. The Electoral Commission reserves the right to verify the bidder’s capacity, capability, and ability to deliver the required services.

Pricing must be all-inclusive (including VAT for VAT-registered vendors). Non-VAT-registered bidders cannot charge VAT. Comprehensive completion of pricing schedules is compulsory; denote non-applicable items as N/A. Prices must be market-related. Firm prices are required unless otherwise specified. Price adjustments during the contract period are only allowed for changes in customs/excise duties, taxes, or levies, with proof provided by the bidder. Non-firm prices must account for factors influencing production or service costs, with evidence submitted on demand. Payment terms: Invoices must be valid, correspond to CSD-registered details, and be VAT-inclusive where applicable. Payment is made within 30 days of receipt of a valid invoice and statement, unless disputed. Bidders must ensure correct banking details are validated on the CSD to avoid payment delays.

Mandatory registration on the National Treasury Central Supplier Database (CSD) is required prior to submission. Tax compliance status must be in order and reflected on the CSD at the time of award; non-compliant bidders will be disqualified. Bidders must continuously monitor and resolve any tax issues with SARS to ensure compliance. B-BBEE compliance: Submit a valid B-BBEE status level certificate (SANAS-accredited), CIPC B-BBEE certificate, or sworn affidavit (for EMEs/QSEs). EMEs must submit a CIPC B-BBEE certificate or sworn affidavit (sector-specific if applicable). QSEs with ≥51% black ownership must submit a QSE sworn affidavit; others must submit a SANAS-accredited certificate. Supporting documents (e.g., proof of ownership, IDs, EEA1 forms for black people with disabilities) are required. Sub-contractors (if >25% of work) must also be tax-compliant and registered on the CSD. Employment Equity Act (EEA) compliance: Designated employers must comply with Chapters II and III; non-designated employers with Chapter II. Attach a Section 53(2) certificate or a declaration of compliance. Failure to comply with EEA requirements may result in rejection or contract cancellation. Bidders must declare any conflicts of interest (e.g., state employment, relationships with evaluators). Abuse of the SCM system, fraud, or prior contract failures will disqualify the bid.
