'Best value' principle applies, considering expertise, experience, technical proposal, and organisational capacity. Scope: Supply, deliver, install, and service mobile portable chemical toilets at Iziko Nelson Mandela Prison House, Klein Drakenstein, Paarl. Requirements: Female toilets (minimum 5 cubicles), male toilets (minimum 2 cubicles + 3 urinals), 1 accessible male toilet, 1 accessible female toilet. All units must have lighting capability. Includes weekly servicing (cleaning and waste removal). Contract period: 24 months (monthly rental rate). Cancellation notice: 2 months.

Bidders must provide a minimum of 5 client reference letters (not older than 5 years) to demonstrate relevant experience. Failure to submit these may result in the quote not being considered.

The proposal and appended documentation form the basis for a formal contract to be negotiated between Iziko and the preferred service provider. A mere offer and acceptance does not constitute a formal contract. Iziko reserves the right to accept or reject any quotation and to withdraw the procurement at any time. Contract duration: 24 months with a 2-month cancellation notice period. Penalties for fraudulent claims or non-compliance may include disqualification, cost recovery, contract cancellation, or restriction from public sector business for up to 10 years.
