Total possible score = 100 points.

PRASA reserves the right to verify any preference‑point claim and to apply objective criteria (track record, award concentration, specialised nature of the service) when awarding the contract.

• Quote in South African Rand, inclusive of all taxes.
• Price must be firm and clearly indicated on the prescribed Pricing Schedule Annexure.
• Complete the Bill of Quantities (BOQ) as per the schedule; any deviation may render the bid non‑responsive.
• Provide a cost breakdown and indicate any price‑escalation formula.
• Discounted prices will only be considered at the final evaluation stage and must be unconditional.
• PRASA will pay within 30 days of receipt of a correct tax invoice.
• Late delivery or completion may attract a penalty of 0.3 % of the contract price per day (capped at 10 % of the contract value).

• Tax compliance – submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; if no PIN, provide CSD number.
• Central Supplier Database – all bidders must be registered on the National Treasury CSD (foreign suppliers without a local entity are exempt).
• B‑BBEE – submit B‑BBEE certificate/affidavit (points available for Level 1 and 51 % Black ownership).

PRASA’s liability is limited to claims arising from failure to source funding or non‑award of the tender; bidders waive any right to institute proceedings against PRASA in such circumstances.

Bidder must certify that all statements are true and complete, that the bid was prepared independently, and that no collusive arrangements exist. Any suspicious bids may be reported to the Competition Commission or NPA.
