Preference points (20 points total) based on PPPFA 2022 goals: (1) B-BBEE Ownership: Level 1 = 10 points, Level 2 = 6 points, Level 3 & below = 2 points. (2) Reconstruction & Development Programme: Enterprise in uMlalazi Municipality = 4 points, District Municipality = 2 points, Province = 1 point. (3) SMME Development (EME/QSE): 100% black-owned = 4 points, 51% black-owned = 2 points, 25-50% black-owned = 1 point. (4) Combination of other goals: 100% black-owned (Youth/Women/Disabled/Military Veterans) in uMlalazi Municipality = 20 points. Scope: Supply and install 2x cherry picker machines on existing 4-ton trucks. Remove existing hydraulic cherry pickers, keep safe, and return to municipality. Technical requirements: (1) Platform height: 10m. (2) Horizontal reach: 5.59m with 200kg lift capacity. (3) Platform: 0.68m x 1.12m aluminum, self-leveling. (4) Hydraulic outriggers, mechanical parking brakes. (5) 359-degree continuous turntable rotation. (6) Electro-hydraulic operated valve, emergency stop at upper/lower controls. (7) Interlocking system (SANS 16368) to prevent boom operation without outriggers lowered. (8) Emergency manual pump. (9) Compliance with SANS 16368. (10) Load testing certificate for safety-rated load. (11) Certificate confirming cherry picker fitting complies with manufacturer specs and safety regulations. (12) Performance test for all movements. Delivery: Municipality’s workshops, 11 KV Challenor Road (Industrial Area), Eshowe. Contract duration: 30 days from appointment. Offloading and packing per municipal instructions. Delivery hours: 08:00-14:00, Monday-Friday. Incorrect deliveries must be corrected within 5 working days at supplier’s cost. Goods must be from reputable manufacturers with traceable references. Written approval required prior to delivery. Packing must prevent damage during transit. Delivery vehicle must allow offloading at municipal premises.

Pricing: Submit total cost (excl. VAT), VAT (15% if registered), and total (incl. VAT) in the Form of Offer. Pricing schedule includes: (1) Supply and install 2x cherry picker machines, (2) Training (3 sessions), (3) Strip existing cherry pickers (2 units), (4) Collect and deliver cherry pickers (2 units). Payment terms: 30 days after invoice submission. Invoices must include signed monthly reports, travel logbooks, job cards, or time sheets. Progress payments require original tax invoices. No payment for incomplete/unsatisfactory work. Penalties: R150/day for late delivery. Invoice disputes may withhold full payment until resolution. Warranty: 12-month warranty on defects (design/materials/workmanship), 90-day guarantee. Goods must be insured until delivery.
