Submit bids in sealed envelopes, labeled with tender number (LNW 09/25/26) and description, to the Lepelle Northern Water tender box at 01 Landros Mare Street, Polokwane, 0700 by 11:00 on 10 June 2026. Late bids will be disqualified. Bids must remain valid for 90 days from closing date. All bid documents must be completed in full, in black ink, with no tampering (no correction fluid or sticky papers). Return all parts of the tender document intact; no pages removed or rearranged. Only original documents are accepted. Authorised signatories must sign all required sections. For JVs, include resolutions authorising signatories and a JV agreement with percentage splits. A two-envelope system is not required. Bids submitted by fax or email will be rejected. Clarification requests must be submitted at least 10 working days before closing. Compulsory clarification meeting attendance is required; addenda will only be issued to attendees. Ensure all returnable schedules (A-M, SBD forms, C1 forms) are completed and signed where applicable. Professional presentation (neatly bound with file dividers) is required.

Evaluation follows a two-stage process: Stage 1 (Functionality) and Stage 2 (80/20 Preferential Points System). Stage 1: Bidders must score a minimum of 9 points (69.2%) on functionality to proceed. Functionality is evaluated out of a maximum of 13 points, with 8 points allocated for experience. Experience points: 4 points for one reference letter with a project value above R500,000; 8 points for two or more reference letters with values above R500,000. References must be on official letterhead, include appointment letters, and be accompanied by a fully completed LNW project reference form (Schedule E). Stage 2: Responsive bidders are evaluated on price (80 points) and specific goals (20 points) under the PPPFA 2022 regulations. The lowest or any bid will not necessarily be accepted. LNW reserves the right to accept or reject any bid.

Scope: Service, maintenance, refurbishment, supply, delivery, installation, and commissioning of valves for Lepelle Northern Water on an ad-hoc basis over 36 months. Requirements: All materials, machinery, and equipment must meet SABS-approved standards. All materials and equipment supplied must be new, high-quality, and conform to applicable SABS specifications (e.g., SANS 1200). Work must be executed by qualified tradesmen in a first-class manner. Valves and serviceable items must be accessible and maintainable. Safety regulations must be enforced during all work. Guarantees: 12-month guarantee for newly installed valves; 6-month guarantee for serviced, refurbished, or repaired valves. Turnaround time must align with purchase orders; challenges must be communicated in writing. Service providers must report to the site within 4 hours of callouts and bring their own tools. Before/after photos and detailed reports (with findings and recommendations) are required for all work. Contractor must ensure LNW infrastructure remains safe while in their workshop and notify LNW 30 days before workshop relocation.

Pricing schedule (SBD 3.1) must be completed in full; incomplete schedules will disqualify the bid. Pricing must be fixed for the contract duration. VAT must be shown separately. Prices must be in Rand. Corrections to pricing must be made by drawing a line through the error, writing the correction above in black ink, and initialling. No correction fluid (e.g., Tippex) is permitted. Bank letter rating code A, B, or C must be attached. Proof of financial capability (Schedule H) must be completed and signed. Contractors must submit estimated monthly expenditure (Schedule K) and labour content (Schedule L). Payment terms and bonds/guarantees will be as per the General Conditions of Contract 2015.

Mandatory: Valid CIDB registration with a grading of 2 ME (Mechanical Engineering) or higher. Joint ventures must have a combined grading of 2 ME or higher; 1 PE ME will not be considered. Lead partner in a JV must have a grading not lower than one level below the required grading. CSD registration (verification done online). Valid tax clearance certificate (SARS). Letter of Good Standing for COIDA (relevant to Civil/Construction Works). Company registration documents (CIPC). Certified ID copies of shareholders/directors (not older than 3 months). Municipal rates account (not older than 3 months) or Tribal Authority letter/Lease agreement with tax invoice. Completed LNW project reference form for past projects (minimum value R500,000). Fully completed and signed SBD 4 (Declaration of Interest). JV agreements must indicate percentage splits. For preferred JV bidders: JV bank account, CSD joint number, and VAT number are required. B-BBEE status will be evaluated under the 80/20 system (20 points for specific goals). OHS Management System Checklist (Schedule J) must be completed. SMME content (Schedule M) must be completed.
