RFP: development and maintenance of an integrated tourism knowledge system for northern cape

Evaluation includes classification as EME or QSE based on annual turnover. Points for SMMEs (EME and/or QSE) are only allocated when the sworn affidavit is completed and returned with the RFP. Key criteria: (1) Enterprise type: EME (annual total revenue ≤ R10,000,000.00) or QSE (annual total revenue between R10,000,000.00 and R50,000,000.00). (2) B-BBEE compliance: Must declare percentages for Black Beneficiaries, Black Woman Beneficiaries, and Black Designated Group Beneficiaries as per Amended Code Series 100 of the B-BBEE Act.

B-BBEE compliance is mandatory. Submit a sworn affidavit declaring: (1) Enterprise details: name, trading name (if applicable), registration number, physical address, type of entity (e.g., NPO, PBO), and nature of business. (2) B-BBEE status: Percentage of Black Beneficiaries, Black Woman Beneficiaries, and Black Designated Group Beneficiaries as per Amended Code Series 100 of the B-BBEE Act No. 53 of 2003 (as amended). (3) Financial turnover: For EMEs, annual total revenue must be ≤ R10,000,000.00; for QSEs, annual total revenue must be between R10,000,000.00 and R50,000,000.00. (4) Affidavit must be signed by a director and commissioned by a Commissioner of Oaths. (5) Affidavit is valid for 12 months from the date of signing. Note: Black beneficiaries must meet citizenship criteria as defined in the B-BBEE Act (citizens by birth, descent, or naturalization before/after 27 April 1994 with eligibility).

Open to natural or juristic persons. Automatic disqualification applies if the bidder, directors, trustees, shareholders, members, partners, or controlling persons are listed in the Register for Tender Defaulters or the List of Restricted Suppliers. Bids will be disqualified if the SBD4 declaration is found to be false or incomplete.

Bidders must submit a completed SBD4 form (Bidder’s Declaration of Interest). Key requirements:

• Declare if the bidder or any connected person (directors, trustees, shareholders, members, partners, or controlling persons) is employed by the state. If yes, provide full names, identity numbers, and state employee numbers.
• Declare any relationship between the bidder (or connected persons) and employees of the procuring institution.
• Declare any interest in other related enterprises, whether or not they are bidding for this contract.
• Certify the bid was prepared independently, without collusion with competitors. Internal communications within joint ventures or consortiums are permitted.
• Confirm no discussions, agreements, or arrangements with competitors regarding bid terms, pricing, or market allocation.
• Confirm no discussions, agreements, or arrangements with procuring institution officials, except for clarification requests.
• Bidders must comply with the Constitution of South Africa, Competition Act No. 89 of 1998, and Prevention and Combating of Corrupt Activities Act No. 12 of 2004. Non-compliance may result in bid rejection, administrative penalties, criminal investigation, or a 10-year restriction from public sector business.
