Quotations must be completed in full; incomplete quotes may be disqualified. Queries must be directed in writing to the contact details provided; approaching any other Necsa employee may result in disqualification. No goods or services should be delivered without an official Necsa purchase order. Returnable documents: Tax Clearance Certificate (tax pin issued by SARS), Declaration of Interest (SBD 4), B-BBEE certificate or applicable affidavit if classified as EME, Letter of Good Standing (COID) if applicable, and any other requested documentation. Proof of company registration (CIPC) and registration on the Necsa database as a service provider are required.

Evaluation is in two phases. Phase 1: Functionality/Technical evaluation out of 100 points, covering Technical, Performance, Quality and Risk criteria. Bidders must achieve a score greater than the set threshold and at least equal to the threshold points of the highest scoring bid to progress to Phase 2. Phase 2: 80/20 point system – 80 points for price, 20 points for B-BBEE status level. B-BBEE points: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. Failure to submit B-BBEE proof means no preference points are claimed. Necsa reserves the right to cancel or reject any quote, not award to the lowest bidder, award parts to different bidders, or not award at all.

Appointment of a service provider for Instrumentation Training Officer at Necsa Learning Academy on a temporary basis to assist in training apprentices from 01 October 2026 for a period of 17 weeks. Quantity: 680 hours. The bidder must have: Instrumentation Trade certificate; minimum 2 years' experience as a Qualified Artisan; minimum 2 years' experience as a Facilitator. Additional qualifications: Facilitator or Assessor Certificate. Advantageous skills: good communication, problem solving, judgement and decision making, critical and creative thinking.

Prices must include all applicable taxes. Price must be fixed and firm. Include additional cost elements such as freight, insurance until acceptance, duty where applicable, and disbursements. Payment according to Necsa's General Conditions of Purchase. No upfront payment will be considered.

Bidders must be registered on the Necsa database as a service provider. Required: CIPC registration document, valid Tax compliance certificate, Declaration of Interest (SBD 4), B-BBEE certificate or applicable affidavit if EME, Letter of Good Standing (COID) if applicable. The RFQ is subject to Necsa's General Conditions of Purchase, PPPFA 2000 and Preferential Procurement Regulations 2022, and the General Conditions of Contract (GCC).
