Evaluation is in three stages: compliance evaluation, mandatory requirements, and the 80/20 preference point system under the PPPFA.

Price: 80 points.

Specific goals: 20 points, allocated as follows:

• B-BBEE Level one status contributor: 10 points (proof: B-BBEE certificate confirming level one).
• Enterprise owned by majority black women: 4 points (proof: detailed CSD report or B-BBEE certificate demonstrating black women ownership).
• Enterprise owned by majority black youth: 4 points (proof: detailed CSD report or B-BBEE certificate demonstrating black youth ownership).
• Enterprise owned by majority disabled person(s): 2 points (proof: registered medical practitioner's certificate, SARS exemption ITR-DD form, or detailed CSD report).

Bidders must indicate how they claim points for each specific goal and submit supporting proof with the tender. Failure to submit proof means points are not claimed. The organ of state may require substantiation of any claim at any time.

Scope: Design, manufacture/supply, fit-out, branding, delivery and positioning of one (1) new insulated mobile boxing museum park home on a trailer.

Park home structure:

• Minimum dimensions: 4.2 m long × 2.4 m wide.
• Mobile/modular insulated park home, new and fit for purpose.
• Durable construction suitable for repeated relocation.
• Weatherproof and insulated roof, insulated and professionally finished walls, durable level floor suitable for public use.
• External finish suitable for branding and graphics.
• Must withstand normal transportation and relocation without compromising structural integrity.
• Structure must comply with SANS 104000.

Internal museum fit-out:

• Exhibition display panels: 2 large feature panels (1,200 × 1,800 mm), 4 medium exhibition panels (900 × 1,500 mm), 6 small information panels (600 × 900 mm).
• Display cabinets: 1 full-height cabinet (900 × 400 × 1,800 mm) and 1 low cabinet (1,200 × 450 × 900 mm), lockable with tempered glass, powder-coated steel/aluminium frame, adjustable shelving, LED strip lighting, non-slip surfaces, rounded corners, UV-resistant glazing.
• Lighting: general internal lighting and energy-efficient LED fittings.
• Electrical installation: lighting, sockets, switches, cabling, distribution board, circuit protection, testing and certification, compliant with SANS 10142-1.
• Security: robust external security gate, secure external door, high-quality locks, secure display cabinets, security measures for mounted equipment, window security bars/grilles.

Branding and visual identity:

• Professional branding incorporating BCMDA/Mdantsane CTO branding.
• External weather-resistant vinyl wrap or printed panels.
• Internal and external branding, boxing-themed graphics, Mdantsane heritage imagery, photographs of boxing champions, slogans.
• Final artwork/design must be approved by BCMDA and Mdantsane CTO before production.

Accessibility and visitor experience:

• Safe visitor movement, adequate lighting, clear signage, appropriate mounting heights, ventilation, entrance access, safe positioning of display equipment, prevention of sharp edges.

Trailer specification:

• New heavy-duty flatbed trailer, 4.2 m × 2.4 m.
• Double axle with braking system.
• 14-inch wheels and tyres, spare wheel and mounting, jockey wheel.
• LED trailer lighting and wiring.
• Foldable access steps, tie-downs, structural securing points, trailer-to-park-home interface.
• Galvanizing.
• Trailer registration, identification/microdotting and documentation.

Transportation and delivery:

• Deliver to Mdantsane, KuGompo, Eastern Cape (exact site to be confirmed).
• Price must include loading, transportation, delivery, off-loading, positioning, handling equipment and all associated costs.
• Unit must be delivered ready for use.

Timeframe:

• Delivery within one month from inception meeting and agreement.
• Provide a proposed delivery programme: manufacturing/preparation period, expected dispatch date, expected delivery date, site preparation requirements.
• Any delays must be communicated immediately with reasons and revised delivery date.

Quality requirements:

• New, free from manufacturing defects, structurally sound, properly insulated, weatherproof, neat professional finish, all doors/security gates and windows aligned and operational, delivered clean and ready-to-use.
• BCMDA may inspect upon delivery and require rectification of defects.

Warranty:

• Written warranty covering manufacturing and workmanship defects.
• State warranty period, items covered, exclusions, and process for reporting/rectifying defects.
• Defects due to poor workmanship or manufacturing must be rectified at no additional cost to BCMDA.

The service provider must provide a proposed delivery programme indicating the manufacturing/preparation period, expected dispatch date, expected delivery date, and any site preparation requirements.

The mobile boxing museum must be designed to withstand normal transportation and relocation without compromising structural integrity, in accordance with SANS 104000.

Bidders must submit proof of completion of at least 2 previous projects in the supply and delivery of a park home, with letters of reference/completion detailing the Rand value of work performed at an aggregated value of at least R100,000 or above. No purchase orders, invoices, or appointment letters will be accepted as proof.

The park home must be new and free from manufacturing defects, structurally sound and fit for purpose, properly insulated, weatherproof, have a neat and professional finish, all doors and security gates properly aligned and operational, all windows properly fitted, and delivered clean and ready-to-use.

The BCMDA reserves the right to inspect the park home upon delivery and to request the service provider to rectify any defects or deficiencies identified.

Electrical installations must comply with SANS 10142-1 and applicable South African electrical safety standards and legislation.

Pricing schedule includes items:

1. Park home structure (quantity 1) – manufacture and supply of insulated park home, including chassis, insulated walls, roof, durable floor, weatherproofing.
2. Trailer and mobility system (quantity 1) – new heavy-duty flatbed trailer, double axle, 14-inch wheels, spare wheel, jockey wheel, LED lighting, galvanizing, tie-downs, registration.
3. Internal museum fit-out (quantity 1) – wall lining, display panels (12), lockable display cabinets, shelving, plinths, LED lighting, electrical distribution board, sockets, switches, cabling, testing and certification, ventilation.
4. Security installation – external security gate, high-security locks, window security bars.
5. Branding and visual identity – graphic design, vinyl wrap, internal exhibition graphics, installation.
6. Transportation and delivery – loading, long-distance transportation, off-loading.

Total price must be inclusive of VAT.

Pricing format: Fixed price quotation using the provided pricing schedule, with line items for:

1. Park home structure (quantity 1).
2. Trailer and mobility system (quantity 1).
3. Internal museum fit-out (quantity 1, includes 12 display panels).
4. Security installation (quantity 1).
5. Branding and visual identity (quantity 1).
6. Transportation and delivery (quantity 1).

All prices must be inclusive of VAT. The total price must be stated excluding VAT, VAT amount, and total including VAT.

Quotations must remain valid for 90 days after the closing date.

No bonds, guarantees, or payment terms are stated beyond the standard 30-day payment in the contract form.

CSD registration: Must be registered on National Treasury's Central Supplier Database and submit a summary report as proof, or reflect the CSD supplier number on the proposal.

Tax compliance: Declaration of Bidder authorises the employer to obtain a tax clearance certificate from SARS.

B-BBEE: Preference points claimed under MBD 6.1 for specific goals (B-BBEE level one, black women/youth ownership, disabled ownership). Proof required as per the specific goals table.

Municipal arrears: Must submit confirmation that the bidder's municipal accounts are not in arrears for more than 3 months, and same for each director. Acceptable proof: municipal account statements showing age of debt, or stamped/signed debt clearance certificate, or lease agreements with lessor's written confirmation.

Previous experience: Must submit at least 2 letters of reference/completion for park home supply/delivery, with aggregated value of at least R100,000. No purchase orders, invoices, or appointment letters accepted.

State service: No quotations from persons in the service of the state (as defined in the MFMA SCM Regulations).

Returnable forms: MBD 4, MBD 6.1, MBD 7.1, MBD 8, MBD 9, and Declaration of Bidder – all must be completed and signed.

The successful service provider must comply with all applicable occupational health and safety legislation and site safety requirements.

The service provider is responsible for ensuring that its employees, subcontractors and equipment used during transportation and delivery are appropriately managed and operated safely.

A Service Level Agreement (SLA) will be signed on acceptance of the offer, detailing the conditions of contract.

Warranty: The successful service provider must provide a written warranty covering manufacturing and workmanship defects. The bidder must state the warranty period, items covered, exclusions, and the process for reporting and rectifying defects. Any defects attributable to poor workmanship or manufacturing must be rectified within a reasonable period at no additional cost to the BCMDA.

Quotations are valid for 90 days after the closing date.

BCMDA does not bind itself to accept the lowest priced tender or any tender, and reserves the right to accept the whole or part of the tender.
