Evaluation follows a two-stage process: Stage 1 (Test for Responsiveness) and Stage 2 (Functionality/Eligibility). Stage 1: Tender must comply with ALL responsiveness criteria: completed/signed documentation, professional registration, and submission of all mandatory certificates (e.g., Tax Clearance, CSD, ECSA, VAT, CIPC, municipal accounts, professional indemnity insurance ≥R20M, ISO 9001:2015, CESA affiliation). Stage 2: Functionality scoring (max 120 points). Minimum threshold: 90 points. Bidders scoring below 90 are disqualified. Functionality criteria include: office locality (15-0 points), CESA registration (15-0 points), relevant experience in water/wastewater/rural sanitation infrastructure (10-0 points per category), and key personnel qualifications/experience (15-0 points per role). Price evaluation: 80/20 preference point system (80 points for price, 20 for specific goals). Only bidders meeting the 90-point threshold proceed to price evaluation.

Scope: Provide civil engineering consultancy services for a 36-month panel appointment. Assist Zululand District Municipality with business plan preparation, design, and monitoring implementation of Water Supply Services and Rural Sanitation Infrastructure Projects. Deliverables include: business plans, designs, and monitoring reports for water and sanitation infrastructure. Projects may involve water conservation, wastewater, and rural sanitation with construction values ≥R20M–R100M per project. Key personnel must include: Senior Civil Engineer (15+ years’ experience, ECSA-PrEng/PrTechEng), Senior Design Engineer (10+ years’ experience, ECSA-PrEng/PrTechEng/PrEngTechni), Project Manager (10+ years’ experience, PrEngTechni/PrCPM/PrPM), and Resident Engineer (10+ years’ experience).

Pricing: Submit fixed rates/prices in Rand for the 36-month period. Include all duties, taxes (excluding VAT), and levies applicable 14 days before closing. VAT must be shown separately. Payment terms: Not specified. Financial capacity: Provide proof of financial resources (e.g., banking details, declaration of financial capacity).
