Submit bids in a sealed envelope marked with the bid number (PM08-25/26) and description. Deposit in the bid box at Polokwane Municipality, Civic Centre, corner Bodenstein and Landdros Mare Street by 10:00 on 23 June 2026. Late bids will not be accepted. Required returnables: valid Central Supplier Database (CSD) number; completed and signed bid forms (initialed on every page, in black ink only—pencil is disqualifying); Joint Venture Agreement (if applicable, signed by all parties); proof of payment of municipal rates/taxes or letter from tribal authority/valid lease agreement; identity document (if sole proprietor/partnership); and proof of authority for signatories (e.g., resolution, power of attorney). Bids must remain valid for 90 days after closing. No compulsory briefing session. Bid documents are available for download at www.etenders.gov.za at no fee. Disqualification risks: missing pages, pencil-completed forms, late submission, influence attempts, state employees, bid defaulters, or supply chain abuse.

Bids will be adjudicated using Quality-Based Selection under the Preferential Procurement Policy Framework Act and 2022 Regulations. Responsiveness criteria: sealed envelope with bid number/description; deposited in the bid box by the deadline; valid CSD number; fully completed/initialed bid forms; Joint Venture Agreement (if applicable); proof of municipal rates/taxes payment; compliance with bid/technical specifications; and track record of similar projects. Evaluation will consider compliance with Supply Chain Management Regulations, Polokwane Municipality SCM Policy, and other applicable legislation. The Municipality reserves the right to accept all, some, or none of the bids and is not bound to accept the lowest bid. Specific goals include contracting with historically disadvantaged individuals (HDIs) as defined in the Act (race, gender, disability).

Appointment of an additional panel of ten (10) consultants for professional electrical engineering-related services in Polokwane Local Municipality. Bidders must demonstrate a track record of projects of similar scope and size.

Pricing must be provided in the official schedule of prices (MBD 3.1). Bids must include a total bid amount. Payment terms and guarantees (if any) are subject to the General Conditions of Contract (GCC) and any special conditions. Bids will remain valid for 90 days after the closing date.

Mandatory: Valid Central Supplier Database (CSD) number. Tax Compliance: Submit a Tax Compliance Status (TCS) certificate or PIN (via e-filing at www.sars.gov.za). If no TCS is available but the bidder is registered on CSD, provide the CSD number. For consortia/joint ventures/sub-contractors, each party must submit a separate TCS/PIN/CSD number.
