Submit your bid in a sealed envelope to the bid box at Ground Floor Foyer, 270 Jabu Ndlovu Street, Pietermaritzburg by 15:00 on 28 May 2026. Late submissions will not be accepted. Evaluation follows a 4-stage process: (1) Administrative Compliance: All compulsory documents (Sections A, D, E, F, G, H, I, J, K, L, M, O, P) must be submitted. Failure to comply disqualifies the bid. (2) Functionality: Minimum qualifying score of 60% required to proceed. (3) Preferential Points: 80/20 system applies (80 points for price, 20 points for specific goals). Preference points (20) are awarded for KZN-based geographical location. Submit SBD 6.1, ownership demographic form, CIPC certificate, and KZN address proof (e.g., utility bill, ward councillor letter, lease agreement, or account statement). (4) Price Negotiation: Department reserves the right to negotiate with the recommended bidder. Price scoring uses the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps = points for price, Pt = bidder’s price, Pmin = lowest acceptable price.

Provide training in hospitality care for frontline staff and housekeeping at Ezemvelo KZN Wildlife and Msinsi for a period of 4 months. Mandatory professional accreditation: (1) Company must be accredited with CATHSSETA or Services SETA (attach valid proof of accreditation). (2) Skills Development Facilitator must be registered with ETDP SETA, CATHSSETA, or Services SETA (attach valid proof of registration). (3) Assessor must be registered with ETDP SETA, CATHSSETA, or Services SETA (attach valid proof of registration).

Submit firm prices only (non-firm prices will not be considered). Offer must remain valid for 60 days from the closing date (28 May 2026). Pricing must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levy). Use SBD 3.1 (for goods) or SBD 3.3 (for professional services) pricing schedules. For professional services, provide: ceiling price, hourly/daily rates for personnel, cost per phase, man-days, and travel expenses (actual costs only, with proof). Delivery costs must be included in the bid price. Payment terms: Invoices must be submitted with delivery notes; payment within 30 days of invoice submission.

Mandatory: (1) Registration on Central Suppliers Database (CSD) at www.csd.gov.za. Failure to register by closing date disqualifies the bid. (2) Tax Compliance: Submit SARS TCS PIN (apply via e-filing at www.sars.gov.za) or CSD number if no TCS PIN. Each party in a consortium/joint venture must submit separate TCS/CSD proof. (3) B-BBEE: Preference points (20) awarded for KZN-based geographical location. (4) Bidder’s Disclosure (SBD 4): Declare any state employment or conflicts of interest. (6) No bids will be considered from persons in the service of the state, companies with directors who are state employees, or close corporations with members who are state employees.
