The City of Tshwane operates Four accredited Local Authority Weighbridge Stations for law

enforcement and vehicle testing:

• Centurion Weighbridge: located at the Centurion Vehicle Testing Centre
• Akasia Weighbridge: situated in the Akasie/Rosslyn industrial area
• Waltloo Weighbridge: located at the Waltloo Vehicle Testing Centre

In accordance with Regulation 332A of the National Road Traffic Act, 1996 (Act No. ),

equipment used for road traffic law enforcement must be calibrated or verified by a SANAS-

accredited laboratory (SANS 1795, 1649 and 1689). A valid calibration or verification certificate

serves as prima facie evidence of the equipment’s accuracy and traceability, unless proven

otherwise.

This regulation applies to the Multi-Deck Road Weighbridges at both facilities, which are

maintained in compliance with SANAS standards (SANS 1795, 1649 and 1689).

3. Project scope

The scope of this project encompasses the provision of comprehensive upgrading,

reconstruction, maintenance, calibration, servicing, repairs, training, software support, software

reloading, technical assessments, and professional engineering recommendations relating to the

Tshwane Metro Police Department's Multi-Deck Road Weighbridge infrastructure.

The project specifically relates to the maintenance3 and management of three (3) Multi-Deck

Weighbridges and one additional weighbridge from CoT Auction House, each consisting of:

• Four (4) load decks;
• Sixteen (16) load cells;
• One (1) indicator;
• A measurement area of approximately twenty-two (22) metres in length and three (3) metres

in width; and

• A maximum weighing capacity of one hundred and twenty (120) tons.

The project is divided into the following categories:

3.1 Category a: existing equipment to be maintained, repaired, calibrated,

Serviced and upgraded

This category applies to:

• One (1) Multi-Deck Weighbridge situated at the Akasia Weighbridge Station; and
• One (1) Multi-Deck Weighbridge situated at the Centurion Weighbridge Station.

The appointed service provider will be required to provide comprehensive maintenance,

servicing, repairs, calibration, software support, software reloading, equipment upgrades,

component replacement, and technical support necessary to ensure that the weighbridges

remain fully operational and compliant with all legislative, regulatory, and accreditation

requirements.

All maintenance and upgrading work undertaken under this category must include:

• Preventative and corrective maintenance services;
• Supply and installation of Original Equipment Manufacturer (OEM) components where

required;

• Hardware and software upgrades in line with industry developments and technological

advancements;

• Calibration and verification services by an appropriately accredited authority;
• Issuing of calibration certificates compliant with Regulation 332A of the National Road Traffic

Act and applicable SANAS standards;

• A minimum twelve (12)-month warranty on all equipment supplied and installed; and
• A minimum six (6)-month warranty on workmanship provided.

3.2 Category b: existing equipment, infrastructure and associated road

• One (1) Multi-Deck Weighbridge situated at the Waltloo Weighbridge Station.

The appointed service provider will be required to conduct a comprehensive engineering and

technical assessment of the existing weighbridge infrastructure, associated road infrastructure,

civil works, electrical systems, software systems, structures, and ancillary equipment.

The assessment must determine:

• The current condition and operational status of the facility;
• The remaining useful life of the infrastructure;
• The viability of continued maintenance;
• The feasibility of upgrading or revamping the facility;
• The extent of reconstruction required;
• Whether complete replacement would represent the most cost-effective and sustainable

solution; and

• Any additional infrastructure improvements required to enhance operational efficiency and

legislative compliance.

The appointed service provider must submit a detailed assessment report containing findings,

recommendations, budget estimates, implementation options, risk considerations, and proposed

technical specifications for any future upgrading, reconstruction, revamping, or replacement

works.

Important consideration

Historical experience within local government and law enforcement environments has

demonstrated that the maintenance, calibration, upgrading, software integration, and

replacement of complex weighbridge infrastructure should be undertaken by suitably accredited

and experienced weighbridge service providers. This approach ensures continuity of service,

preservation of system integrity, compliance with legislative and accreditation requirements, and

minimisation of operational disruptions that could5 adversely impact law enforcement activities and

statutory compliance obligations.

4.1 Category a: existing equipment to be maintained, repaired, calibrated,

Serviced and upgraded

4.1.1 Upgrade

The upgrade includes the following activities:

4.1.1.1 Decommissioning:

• Disconnect power supply.
• Remove loadcell terminations from junction boxes.
• Lift and remove existing weighbridge decks (4 units).
• Extract current loadcells

4.1.1.2 Structural Modifications

• Transport decks to factory.
• Modify structure to accommodate new ball-and-cup loadcells (16 units).
• Prepare and paint modified decks

4.1.1.3 Installation

• Deliver and position modified decks.
• Install and level new loadcells (16 units).
• Install junction boxes (1 per deck).
• Complete cabling and wiring to control room.
• Install indicators, totaliser unit, and external remote display.
• Connect and configure software

4.1.1.4 Calibration and Certification

• Perform system calibration.
• Obtain 80-ton NRCS type approval for Traffic Law Enforcement (TLE).
• Conduct biannual maintenance and verification per Traffic Law Enforcement (TLE)

requirements.

4.1.1.5 Post-Installation Checks

• Remove, clean, and grease loadcells
• Inspect wiring.
• Verify accuracy using calibrated mass pieces

4.1.2 Calibration

Each of the weighbridges included under Category A in this Q/file must be certify for the

following:

• Original manufacture equipment (OEM)
• Traffic law enforcement (TLE).
• Calibrated and verification to maintain compliance with Regulation 332A of the National

Road Traffic Act, 1996 (Act No. ) (SANS 1795, 1649 and 1689), to validate any

fines issued through its use.

4.1.3 Software update

The bidder must ensure the system operates on the latest available TRAFMANTM Weighbridge

Module (WBM) and remains compatible with, and adaptable to, the operational requirements of

the Tshwane Metro Police Service now using TRAFMAN (Traffic Management System)

Should the Tshwane operating system change, the service provider must ensure Tshwane gets

the latest usable version of the proprietary software that can effectively do the following:

• Software must be able to be customized to suit the needs of specific weighbridges in Tshwane

area and must be able to accommodate single sites as well as multiple weighbridges linked via

an Area Network.

• Data capturing: A data capturing/display window must be available to facilitate the process of

weighing a vehicle. The information captured must remain secure to prevent any change or

tampering of info. The window must allow the following information about the vehicle to be

supplied and/or displayed: Cargo Origin and destination of journey Driver and Operator/Owner

of the vehicle License plate number(s), make and model Mass and enforcement-related

information (plate information, tyre information, smallest permissible mass per axle, etc.)

Vehicle plan in accordance with the axle and tyre configuration, including the distance between

consecutive axles to use for calculating the permissible axle mass-load of any group of

consecutive axles. Multiple groups can be entered.

• Prosecution Process: If a vehicle is overloaded in any manner, the vehicle is admitted to the

holding yard. The system must not allow an overloaded vehicle to be released without

prosecution and rectification of the vehicle load. If the vehicle is not overloaded, a weigh slip

must be printed and issued to the driver and7the vehicle may be released to continue its

journey.

• Compliance calculation: The compliance calculation includes the calculation of the following:

 The smallest permissible mass for a specific axle; Calculations are performed based on the

tires, the plate information (manufacturer specifications, as can be found on a metal plate

affixed to the vehicle by the manufacturer), and on the road capacity for that specific axle;

The mass overload on the specific axle plus a parameter-specified percentage tolerance; A

separate parameter specifies the tolerance applicable to any reweigh transactions; The

GCM/GVM overload (taking into account the power of the vehicle's engine, the GCM/GVM

determined by the manufacturer, the sum of permissible mass, the maximum total

permissible mass for any vehicle, the bridge formula, and the driving axle); The

driving/steering axle under-load mass; and The permissible axle mass-load of any group of

consecutive axles.

 The component must compare the readings which the software received from the static

scale with the legislated maximum loads permitted and automatically calculates the correct

fine amounts according to fines published by Tshwane Metro Police.

• Operations and Management Reporting: A full set of reports must be available. The default

reports must also be enhanced by the user, with the inclusion of optional data elements. The

layout of the reports must also be able to be customized to suit Tshwane needs. This includes

the wording used on the reports. The reports must cover the following areas: Through statistics

(all weights done, all tare weights done, all abnormal weights done, number of vehicles at

different processes, average waiting and processing time, number of vehicles that passed a

particular point, etc.) Overloading statistics (types of vehicles, extent of overloading, cargo, axle

configuration, direction of travel, time distribution, etc.) Vehicle statistics (details of all vehicles

weighed, details of all vehicles reweighed) Prosecution reports (details of all overload arrests,

details of all overloaded vehicles admitted to holding yards and not yet released) Comparison

between WIM and Static Scale data.

• Must be simple, cost-effective tool to operate weighbridges and is a comprehensive, yet very

user-friendly information management system that can be used at any weighbridge of Tshwane.

Summary

The software must be Windows-based and support the following functionality:

• Each officer must log in using their unique pay number and password.
• The system must record all transactions per officer for audit purposes.

• The software must generate detailed axle weighing reports, including:

 Vehicle and client information.

 Date and time of weighing.

 Axle group data: true mass, permissible mass, legal tolerance (+5%), overload, and

percentage overload.

 GVM/GCM calculations.

 Legal status: LEGAL, WARNING, or OVERLOAD

• The system must automatically calculate overload values and percentages.
• Operators must be able to manually input permissible mass values.
• The system must support single-deck and multi-deck weighing configurations (e.g.,

combining decks 3 and 4 for longer axle units).

• TRAFMANTM Weighbridge Module (WBM) software.

4.2 Scope of work for category b: existing equipment and infrastructure to

The appointed service provider shall undertake a comprehensive technical assessment of all

existing weighbridge equipment, associated infrastructure, road surface conditions, and

operational traffic flow arrangements at the designated site(s). The purpose of this assessment is

to determine the current condition, functionality, compliance status, remaining service life, and

suitability of the existing installation for continued Traffic Law Enforcement (TLE) operations.

The assessment shall identify deficiencies, risks, operational limitations, maintenance

requirements, upgrade opportunities, and any components requiring refurbishment or

replacement. The outcome shall provide the City of Tshwane with a clear roadmap for future

investment, maintenance planning, and infrastructure improvements.

4.2.1 Survey of existing equipment and infrastructure

The service provider shall conduct a detailed physical and technical survey of all weighbridge-

related equipment and supporting infrastructure, including but not limited to:

• Weighbridge decks, foundations, support structures, and load-bearing components.
• Loadcells, mounting assemblies, suspension systems, and load transfer mechanisms.
• Junction boxes, electrical cabling, conduits, communication systems, and network

infrastructure.

• Weighbridge indicators, controllers, remote displays, computers, and associated peripheral

equipment.

• Existing software platforms, data management systems, and communication interfaces.
• Electrical supply systems, distribution boards, surge protection devices, and backup power

arrangements.

• Weighbridge housing structures, operator offices, equipment rooms, and control facilities.
• Security systems, fencing, lighting, access control measures, and CCTV installations where

applicable.

The survey shall document:

• Physical condition and functionality of each component.
• Equipment age and maintenance history, where records are available.
• Compliance with current industry standards, OEM requirements, and Traffic Law

Enforcement specifications.

• Structural integrity and signs of deterioration, corrosion, fatigue, cracking, settlement, or

damage.

• Operational reliability and suitability for current and future operational requirements.
• Availability of spare parts and manufacturer support.

All findings shall be supported by photographs, measurements, equipment inventories, and

technical observations.

4.2.2 Survey of surrounding onsite road surface infrastructure and traffic

Flow

The service provider shall undertake a comprehensive assessment of the surrounding road

infrastructure and traffic management arrangements associated with the operation of the

weighbridge facility.

The survey shall include, but not be limited to:

• Approach and exit roads serving the weighbridge facility.
• Vehicle deceleration and acceleration lanes.
• Holding areas, inspection bays, parking areas, and vehicle staging zones.
• Road pavement condition and structural adequacy.

• Surface drainage systems and stormwater management infrastructure.
• Traffic signage, road markings, traffic control measures, and safety installations.
• Vehicle circulation patterns and traffic movement efficiency within the site.

The assessment shall identify:

• Pavement defects such as rutting, cracking, potholes, settlement, and surface deformation.
• Areas where road conditions may adversely affect weighing accuracy or vehicle safety.
• Traffic congestion points and operational bottlenecks.
• Safety risks affecting enforcement personnel, operators, and road users.
• Capacity constraints that may impact current or future operational demands.
• Opportunities to improve traffic flow, vehicle processing efficiency, and road safety.

Traffic observations shall include an evaluation of vehicle volumes, vehicle classifications, peak

operating periods, queue lengths, and site operational efficiency.

4.2.3 Assessment of onsite existing equipment , infrastructure and

• Drainage effectiveness and environmental conditions affecting operations.

4.2.3.5 Operational Assessment

• Evaluation of current workflow and enforcement processes.
• Analysis of operational efficiency and throughput capacity.
• Identification of operational risks and service delivery challenges.
• Assessment of compliance with Traffic Law Enforcement operational requirements.

The assessment shall clearly identify equipment and infrastructure requiring:

• Routine maintenance.
• Refurbishment or revamping.
• Upgrading or modernization.
• Complete replacement.
• Decommissioning.

4.2.4 Comprehensive assessment report and recommendation

Following completion of the survey and assessment activities, the service provider shall compile

and submit a comprehensive technical assessment report.

The report shall include:

• Executive summary of findings.
• Site description and assessment methodology.
• Asset inventory and condition assessment register.

• Photographic evidence of observed deficiencies and conditions.
• Detailed findings for each equipment category and infrastructure component.
• Operational performance analysis.
• Compliance assessment against relevant legislation, standards, and Traffic Law Enforcement

requirements.

• Risk assessment identifying critical, high, medium, and low-priority issues.
• Life-cycle analysis of existing assets.
• Cost-benefit evaluation of repair versus replacement options.
• Prioritized recommendations with implementation timeframes.

Recommendations shall be categorized as:

• Immediate actions (0–12 months).
• Short-term interventions (1–3 years).
• Medium-term interventions (3–5 years).
• Long-term asset replacement planning (5+ years).

The report shall provide a clear justification for all recommendations and include indicative

budget estimates for implementation.

4.2.5 Proposed technical specification for mitigation of recommendation

Based on the findings of the assessment, the service provider shall develop detailed technical

specifications for all recommended corrective actions, upgrades, refurbishments, and

replacement works.

The technical specifications shall include:

• Scope of work for each recommended intervention.
• Detailed equipment specifications and performance requirements.
• Applicable standards, codes, and regulatory requirements.
• Construction, installation, testing, and commissioning requirements.
• Calibration and certification requirements.
• Software and hardware specifications.
• Electrical and communication system requirements.
• Road rehabilitation and civil engineering requirements.

• Occupational health and safety considerations.

Where replacement of equipment or infrastructure is recommended, the specifications shall

define minimum performance criteria and functional requirements to ensure compatibility with

existing Traffic Law Enforcement operations and the TRAFMANTM Weighbridge Module (WBM)

system, or any future approved replacement system adopted by the City of Tshwane.

The final technical specification document shall be sufficiently detailed to support future

procurement processes, budgeting, project implementation, and contract execution.

The appointed service provider shall undertake a comprehensive technical assessment of all existing weighbridge equipment and infrastructure. The assessment shall identify equipment requiring repair, upgrading, revamping or replacement, and include a site description, assessment methodology, and cost-benefit evaluation of repair versus replacement. A comprehensive technical assessment report must be submitted.

• Category A: Comprehensive maintenance, calibration, repair, servicing, software support,

software reloading, and upgrading of existing operational weighbridge infrastructure.

• Category B: Comprehensive technical surveying, engineering assessment, and professional

recommendations relating to the upgrading, revamping, reconstruction, or complete

replacement of existing weighbridge infrastructure and associated facilities.

This initiative supports TMPD officials in fulfilling2 their legislative and operational responsibilities in

terms of the National Road Traffic Act, 1996 (Act ) and the Administrative Adjudication

of Road Traffic Offences Act, 1998 (Act ). To ensure effective road traffic law

enforcement and overloading control, the City of Tshwane is required to provide TMPD with

functional, compliant, and technologically current weighbridge infrastructure capable of supporting

enforcement operations, vehicle inspections, prosecutions, and regulatory compliance activities.

otherwise.
