Evaluation occurs in three stages: (1) Administrative Compliance: Bidders must be registered on the Central Supplier Database (CSD) with a valid CSD Number; provide Tax Clearance Certificate or CSD PIN; prove municipal rates/taxes are up to date for the company and its directors/shareholders; submit audited financial statements (or proof of exemption for bids > R10m); complete and sign MBD forms (1, 4, 5, 8, 9) in black ink with no corrections using fluid like Tippex. (2) Mandatory Compliance: Team members must hold a National Diploma or equivalent 3-year qualification in Environmental Management, Chemical Engineering, Environmental Science, or related fields; provide proof of at least 2 years’ experience in Atmospheric Emission Licence (AEL) management and/or stack monitoring, including references; submit a detailed project plan with timelines, deliverables, and milestones. (3) Preference Points System (80/20): 80 points for price, 20 points for specific goals. Scope: Ensure compliance with the National Environmental Management: Air Quality Act (NEM: AQA), 2004, and Atmospheric Emission Licence (AEL) conditions for Rebecca Street Crematorium. Key tasks: (1) Emission Measurements: Conduct bi-annual stack emission testing for both stacks during operational hours (06:00–19:00) using ISO-standard methods (Annexure A of Air Quality Act). Use isokinetic stack monitoring instruments to determine pollutant mass concentrations. (2) Reporting: Compile bi-annual emission monitoring reports and annual compliance reports. Include: pollutant emissions trends, compliance audit reports, major upgrade projects, greenhouse gas emissions, and management/mitigation measures. Submit annual report to GDARD by 31 December 2026. (3) Stakeholder Engagement: Attend licensing authority meetings, submit minutes, and facilitate communications between City of Tshwane and GDARD. (4) Compliance: Submit electronic copies of all reports to the project manager; compile compliance audit reports. (5) Technical Assessment: Provide reports on upgrades to abatement/process equipment. (6) AEL Application: Compile and submit AEL renewal application under Subcategory 8.2 of NEM: AQA. Deliverables must be completed within 60 working days of receiving the Purchase Order. Accredited laboratories must analyze samples; include accreditation certificates in reports. Operator declaration of normal operating conditions during tests is required.

Pricing schedule must quote for all items: ITEM 1 (Conduct emission measurements and submit bi-annual reports), ITEM 2 (Facilitate CoT-licensing authority communications), ITEM 3 (Finalize AEL Monitoring Reports). Unit prices and totals must be in ZAR, excluding VAT (15% added separately). Corrections to prices must be crossed out in ink and initialed; correction fluid (e.g., Tippex) is prohibited. The City reserves the right to adjust quantities or negotiate market-related prices with top-scoring bidders. Payment terms: Within 30 days of invoice receipt. Validity period: 90 days post-closing.

(7) Qualifications: Team must have a National Diploma (or equivalent 3-year qualification) in Environmental Management, Chemical Engineering, Environmental Science, or related fields. (8) Experience: Minimum 2 years in AEL management/stack monitoring with verifiable references. (9) Project Plan: Detailed plan with timelines, deliverables, and milestones. Preference Points: Submit B-BBEE certificate (or sworn affidavit for EME/QSE), proof of ownership for women/youth/disability-owned companies, and municipal account/lease agreement for local economic participation.
