Submission address (hand‑delivery): Ground Floor Shosholoza Meyl Junction, Cnr Leyds and Simmonds Street, Braamfontein, Gauteng.

• Bids must be hand‑delivered to Ground Floor Shosholoza Meyl Junction, Cnr Leyds and Simmonds Street, Braamfontein (no email or fax accepted).
• Must be received on or before 12 February 2026 at 10:00 am; late submissions are automatically disqualified.
• Use the official RFQ forms provided – do not re‑type the content.
• All returnable documents (mandatory and other) listed in the RFQ must be included; missing mandatory returnables results in disqualification.
• Submit in a sealed envelope addressed to PRASA.
• Sign the bid and provide proof of authority (e.g., company resolution).
• Include a validity statement of 90 working days from the closing date.
• Attach the completed Pricing and Delivery Schedule (Section 4) and BOQ (Section 10) in the prescribed format.

Stage 1 – Compliance:

• Mandatory returnable documents (pricing schedule, BOQ, waste site registration, driver training certificates, PDP certificate, etc.) – failure = disqualification.

• Other mandatory items (signed RFQ, letter of good standing, CSD number, SARS PIN, JV/Consortium agreements) – may be requested within 3 working days; non‑submission = disqualification.

Stage 2 – Technical/Functional:

• Minimum threshold 60 % – bidders scoring below are excluded from price evaluation.

• Points awarded for relevant experience (number of similar projects) as per the table in the document.

Stage 3 – Price and Specific Goals:

• Price – up to 80 points using the 80/20 formula (Ps = 80 × (1‑(Pt‑Pmin)/Pmin)).

• Specific goals (B‑BBEE, youth‑ownership, etc.) – up to 20 points; supporting evidence must be submitted.

Overall weighting: 80 % price + 20 % specific goals = 100 % of the award score.

Administrative responsiveness (completeness of all returnables) is also assessed and can lead to disqualification.

Scope: collection, transport, incineration and delivery of medical waste consumables on an ‘as‑and‑when’ basis for 9 months across Metrorail clinics in Gauteng.

Key requirements:

• Waste site must be registered (valid registration proof).
• Drivers must be trained in bio‑hazard waste handling and hold a valid PDP certificate (present on request).
• Transport trucks must be registered as waste transporters, display bio‑hazard signage, carry a spill kit and have a calibrated scale (calibration certificate on request).
• Incinerator must be licensed.
• Supply of colour‑coded, leak‑proof containers (e.g., 140 L highly infectious, 5 L sharps, 20 L pharmaceutical, etc.) and bio‑hazard tape.
• Medical waste manifests to be submitted to clinics within 72 hours of incineration.
• Compliance with SANS 10248‑1:2008, SANS 452, Health Professions Act 1974, National Environmental Management: Waste Act 2008 and relevant municipal bylaws.

• All prices must be quoted in South African Rand, inclusive of VAT and any other taxes.
• Fixed‑price quotation only – no alternative pricing formats accepted.
• Complete the prescribed Pricing Schedule and BOQ; deviation may lead to a non‑responsive bid.
• Price validity of 90 working days is required.
• No specific bond or guarantee is detailed, but the RFQ notes that failure to provide required security may lead to disqualification.
• Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice, subject to acceptance of goods/services.

• Tax compliance: provide SARS PIN or printed Tax Compliance Status (TCS) certificate; if no TCS, provide CSD number.
• Central Supplier Database (CSD) registration is mandatory for all bidders (foreign suppliers without a local entity are exempt).
• No bids from persons in the service of the State or their close corporations.
• B‑BBEE/Specific goals: points may be claimed for Black‑Youth ownership, Black ownership, EME/QSE status, etc.; supporting documentation (ID copies, CIPC registration, B‑BBEE certificate) must be submitted.
• All other statutory registrations (COIDA, etc.) as listed under other mandatory returnables.
• Compliance with applicable waste‑management legislation and standards as outlined in the technical specifications.
