Tcta requires an independent professional service provider to perform a limited-assurance internal audit review of its interim financial statements for the six months ended 30 september 2026, covering grap presentation and disclosure compliance, agreement of comparatives and amounts to supporting schedules, mathematical accuracy, cross-referencing, and follow-up of prior-year agsa findings. The work runs from an inception meeting on 25 november 2026 to a final report by 29 november 2026, ahead of the fixed lender submission deadline of 30 november 2026. Bidders must evidence at least three completed public-sector grap financial-statement review or audit assignments in the past five years and field a project leader with current ca(sa) registration and at least ten years' relevant experience. The most consequential consideration is the compressed five-day delivery window: resource availability from 25 to 29 november 2026, including weekend work, must be confirmed in writing or the bid is non-responsive.
Closing: 13 November 2026 at 11:00, submitted by email to [email protected]; late bids are not accepted and the bid is valid for 30 days.
Mandatory company experience: at least three completed public-sector GRAP financial-statement review or audit assignments within the five years before closing, evidenced by a signed Form A or signed client reference letters; compilation-only work does not qualify.
Mandatory personnel: four CVs only — Project Leader (10+ years, 5+ leading public-sector GRAP review/audit, current CA(SA) with SAICA), Senior Manager/Manager (5 years, Honours NQF 8), and two Core Team Members (3 years each, Bachelor's NQF 7), with certified copies of qualifications.
Mandatory resource availability: signed confirmation that the Project Leader, Senior Manager/Manager, both Core Team Members and the independent quality reviewer are available from 25 November 2026 to final reporting on 29 November 2026, including weekend work; failure makes the bid non-responsive.
Functionality threshold: scored out of 100 with a minimum of 60 points; bidders scoring below 60 are disqualified before price and specific goals are evaluated.
Preference points: 80/20 system — price 80 points and B-BBEE specific goals 20 points; a valid SANAS-accredited B-BBEE certificate or EME/QSE sworn affidavit meeting Annexure A is required to claim points, and a certificate from a withdrawn agency scores zero.
Pricing and deadline risk: a firm fixed fee inclusive of all expenses with no separate disbursements, priced on Tables 1 and 2; the final report and indexed working-paper file are due 29 November 2026 to meet the lender submission deadline of 30 November 2026 fixed by loan covenants.

TCTA seeks to appoint an independent professional service provider to perform a limited-assurance internal audit review of its Interim Financial Statements for the six-month period ended 30 September 2026.
The appointment follows a direction from the Audit and Risk Committee at its special sitting on 20 October 2026 and a request from the Finance Department.
The need arises from the prior-year qualified audit outcome, material financial-statement misstatements, the transition to GRAP, reliance on manual processes and constrained internal review capacity.
Under loan covenants, TCTA must submit unaudited IFS to lenders by 30 November 2026. This is the first year a full set of unaudited IFS is prepared for this purpose.
The IFS will be finalised in the first week of January 2027, submitted to the Board in January 2027, and then subjected to the AGSA interim audit starting in January 2027.
The engagement provides limited assurance to Management and EXCO before lender submission on 30 November 2026, and thereafter to the Board and AGSA.
The report is for TCTA's internal use only and may not be relied on by lenders or other third parties.
