Key criteria: Lead time (3-5 days = 10 points), references (3+ letters = 15 points), company experience (>10 years = 20 points), manufacturer data sheets + certificates of analysis (64 points), shelf-life (≥75% remaining or ≥12 months = 34 points), stock availability (20 points), fixed pricing for 12 months (10 points), delivery inclusion (10 points). (4) Due Diligence: Sample testing (34 samples required, all must pass). (5) Price and Preference: 80/20 system. Specific goals: B-BBEE status (EME/QSE = 20 points, SANAS Generic = 5 points). (6) Objective Criteria: Risk of fruitless expenditure, abnormally low bid, material irregularity, litigation with PPECB, poor past performance. Bidders failing any stage are disqualified.
