Evaluation follows a multi-stage process: Stage 1: Compliance with submission requirements (Go/No-Go). Mandatory criteria: 1. Fully completed and signed Procurement Invitation (SBD 1) including SBD 4 and 6.1, and Bid Submission Certificate. 2. Fully completed pricing schedule (SBD 3.1 or company letterhead). 3. Quotation meets the detailed scope of work. 4. Proof of EWASA accreditation. Failure to meet any mandatory criteria results in disqualification. Stage 2: Technical evaluation against specifications, including quality. Bidders achieving the minimum threshold proceed to Stage 3. Stage 2A: Written response evaluation. Stage 2B: Due diligence interviews or proof of delivery/concept (if required). Stage 2C: Reference verification. Stage 3: Price/Preference evaluation. Pricing is scored using the 80/20 preference point system. Lowest priced bid receives maximum points (80), with others ranked proportionally. Preference points (20) are added for B-BBEE status (valid certificate or sworn affidavit required). Final ranking combines price and preference points. Stage 4: Tax compliance check. Non-compliant bidders have 7 working days to submit proof of compliance or risk rejection. Stage 5: Award to the highest combined score bidder, subject to administrative documentation.

Scope: Appointment of a recycling company for the collection, disposal, and destruction of redundant non-ICT assets (office equipment, furniture, scientific research instruments) from NRF-SAEON offices across multiple provinces (Gauteng, KwaZulu-Natal, Limpopo, Eastern Cape). Key deliverables: Safe removal, transportation, and environmentally compliant disposal of hazardous and non-hazardous assets per National Environmental Management Waste Amendment Act, 2014. Must provide a destruction/recycling certificate as proof of disposal. Bidders must specify locations they can service (Pretoria, Pietermaritzburg, Gqeberha, Phalaborwa) and their collection logistics. Contract is once-off; no cost to NRF-SAEON. Successful bidder must collaborate with NRF-SAEON to update asset registers. Multiple awards possible per location. Mandatory: EWASA accreditation and confirmation that disposal certification will be issued post-destruction. Assets are classified as hazardous waste. Bidders must evaluate equipment by batch/group/SAEON Node and present a competitive purchase price for the assets. Highest bidder assumes responsibility for payment and removal of assets.

Pricing must be in South African Rands (ZAR), fully inclusive of all costs (delivery, VAT, income tax, UIF, skills development levies). Submit pricing via SBD 3.1 or a quotation on company letterhead. Contract ceiling price includes firm and estimated quantities; NRF pays only for verified deliveries. Price adjustments are shared equally per GCC Clause 17.1. Separate pricing schedules required for different delivery points if applicable. No ad-hoc costs or extensions allowed without prior approval. Payment terms: NRF issues written purchase orders for actual quantities, guaranteeing funding availability. Highest bidder pays for and removes assets. All transactions must incur no cost to NRF-SAEON. Pricing remains unchanged for the contract duration unless adjusted per Special Conditions. Firm quantities are required; estimated quantities may be requested during the contract period. Contract ceiling price is the maximum payable amount.

Mandatory compliance: Fully completed and signed Procurement Invitation (SBD 1) including SBD 4 and 6.1, Bid Submission Certificate, proof of authority (e.g., company resolution), and CSD registration (Master Registration Number). Tax compliance: Submit SARS TCS PIN or CSD number. For consortia/joint ventures/sub-contractors, each party must submit separate TCS certificate/PIN/CSD number. B-BBEE: Valid certificate or sworn affidavit (for EMEs/QSEs) required to claim preference points. EWASA accreditation mandatory for e-waste handling. Foreign bidders: Complete SBD 1 tax questionnaire; non-residents may require SARS Confirmation of Tax Obligations. Disqualification: Bidders with state-employed directors/members, tender defaulters, or restricted suppliers. Collusion, fraud, or fronting will result in disqualification and potential 10-year public sector restriction. Occupational Health and Safety: Valid COIDA Letter of Good Standing, registration with Compensation Commissioner, Section 37.2 agreement, and health/safety plan required. All personnel must wear PPE (closed safety shoes, hard hats, height safety equipment, high visibility vests) and comply with site safety rules. Bidders must not be in the service of the state or have directors/members in the service of the state.
