Evaluation is in three stages:

1. Administrative Compliance: Mandatory documents include CSD registration, SARS tax compliance (TCS PIN or CSD number), SBD1 (with resolution), SBD4, compulsory briefing attendance certificate, CHIETA/QCTO accreditation, and valid COIDA letter. Failure on any leads to disqualification.
2. Functionality Evaluation: Scored out of 100 points, minimum threshold of 70 points to proceed. Criteria include:

• Company experience in business mentorship and training support (30 points for ≥3 projects in detergent manufacturing).
• Experience in mobilising financial resources (10 points for ≥3 projects).
• Qualifications and experience of key personnel: Provincial Manager (20 points), Laboratory Manager (20 points), Financial Management Resource (10 points), Marketing Officer (10 points).

3. Price and Specific Goals: Price evaluation applied only to bidders passing Stages 1 and 2.

Scope: Operate four accredited shared chemical and detergent manufacturing and training facilities in KwaZulu-Natal for 36 months.

Locations: KwaMashu (Ethekwini), Esikhawini (King Cetshwayo), Gamalakhe (Ugu), Madadeni (Amajuba).

Key Deliverables:

• Recruit and onboard 250 SMMEs/Cooperatives across the four facilities (KwaMashu:75, Gamalakhe:50, Esikhawini:50, Madadeni:75).
• Manage a comprehensive training program covering detergents manufacturing (by qualified analytical chemists), financial management, pricing, packaging/labelling, marketing/sales, and quality assurance.
• Provide ongoing business support in marketing, financial resource mobilisation, financial management, and market access.
• Manage facility operations, ensuring adherence to manufacturing/laboratory manuals, maintenance, safety, security (including armed response SLA), and compliance with CHIETA, SABS, and SANS 22716 standards.
• Provide monthly reports to IDFC with KPIs, attendance, and production registers.
• Staff the facilities with a minimum team including a Provincial Manager (1 for all sites), Laboratory Manager (1 for all sites), Financial Management Officer (1 for all sites), Marketing Officer (1 for all sites), plus per site: Laboratory Assistant, Production Officer, Administrator/Receptionist, Cleaner/General Assistant.

• Pricing must be fair and reasonable. Any indicated budget is a guide only.
• Prices quoted must include VAT where applicable.
• Omission of specified cost elements may render the bid non-responsive.
• Payment terms: Normally 30 days after receipt of a valid VAT-compliant invoice into the bidder's bank account.
• IDFC reserves the right to request the preferred bidder to register for VAT if the award exceeds R2.3m for 12 consecutive months.
• Bidders must submit banking details upon award.

Mandatory for bid consideration:

• Valid Central Supplier Database (CSD) registration.
• Tax Compliance Status (TCS PIN) from SARS or CSD number. For consortia/JVs/sub-contractors, each party must provide separate proof.
• Compulsory briefing session attendance certificate (C.5).
• CHIETA accreditation or relevant QCTO accreditation.
• Valid COIDA Letter of Good Standing.
• Completed and signed SBD1 (with resolution letter) and SBD4 declaration of interest.
• B-BBEE policy considerations apply as per IDFC's procurement philosophy supporting businesses from disadvantaged communities.
• Bidders must not be persons in the service of the state or associated companies.
• Foreign suppliers must answer questionnaire; if answer 'NO' to all tax/residence questions, SARS PIN registration not required.
