Only bidders meeting these proceed to Functionality Evaluation. Functionality is scored on a scale of 1-5 (Very Poor to Excellent) across five criteria: Company Experience (15%), Company Track Record (25%), Supervisor Qualification and Experience (20%), Horticulturist Capability (25%), and Delivery Capability (15%). Minimum threshold of 70% on functionality is required to proceed to the 80/20 Price and Specific Goals evaluation. Price accounts for 80 points, and Specific Goals (e.g., black ownership, black women ownership, disability ownership) account for 20 points.

Scope: Appointment of a service provider for comprehensive gardening, landscaping, and grounds maintenance services at SABS Durban premises for 36 months. The Service Provider must provide all labour, supervision, equipment, tools, and consumables. Key requirements: suitably trained staff and a supervisor; staff must be presentable, identifiable, and comply with site safety rules; provide all gardening tools and equipment (e.g., lawnmowers, brush cutters, high-pressure cleaners, irrigation repair tools); remove and dispose of all garden refuse at an approved municipal facility and provide proof of disposal; adjust maintenance frequency during heavy rainfall or rapid growth at no extra cost unless agreed in writing; apply snake repellent (supplied by SABS) and monitor/treat pests; maintain security clearance (2m vegetation-free zones inside/outside perimeter fence, no branches within 2m above fence). Routine maintenance schedule: Daily (litter/weed removal, irrigation inspection, pot plant maintenance); Weekly (lawn mowing, edging, sweeping parking, cleaning drains/gutters); Fortnightly (high-pressure clean paved areas (~4,000 m²), clean carport roofs); Monthly (cut grass on vacant land (~2.4 acres), clean balconies, apply weed control); Quarterly (tree trimming, remove dead branches/palm fruit, weed paving joints); Annual (fertilise lawns, garden/invasive species assessments). Ad-hoc services (quoted separately): tree felling, stump poisoning, irrigation installation/repairs. Occupational Health & Safety: Comply with OHS Act; provide PPE (high-vis vests, safety boots, hearing/eye protection); display safety signage; schedule high-noise activities before 09:00 or 13:00-14:00. Reporting: Submit monthly reports with photos, task checklists, issues log, and waste disposal proof. Provide an Account Manager and attend monthly review meetings if required.

Pricing must be fixed for the entire 36-month contract period. Your quotation must be all-inclusive of VAT. Include transportation costs and disbursements if applicable. If foreign currencies are involved, make provision for forward cover. Payment Terms: No advance payment. Payment will be made only upon delivery of services as agreed between SABS and the successful bidder. SABS is not responsible for any bid preparation costs. Use the provided pricing template to break down costs per month/year for labour, materials/chemicals, equipment, and other expenses, including totals excl./incl. VAT and the 36-month total.
