Evaluation follows the 80/20 Preferential Procurement Regulations 2022: 80 points for price, 20 for Specific Goals (B-BBEE). Only technically compliant bidders proceed. Bidders must submit SBD 6.1 to claim preference points. Points for Specific Goals are awarded based on B-BBEE ownership levels: 100% black ownership = 10 points, 75-99% = 8 points, 60-74% = 6 points, 51-59% = 4 points, 0-25% = 2 points, 0% = 0 points. Additional points for black women ownership: 100% = 6 points, 51-99% = 4 points, 30-50% = 2 points. Disability ownership: 100% = 4 points, 51-99% = 2 points. Failure to submit proof forfeits Specific Goal points. SABS may verify claims post-submission. Bidders must not be listed in the Register for Tender Defaulters or List of Restricted Suppliers. Fraudulent claims may result in disqualification, cost recovery, contract cancellation, or a 10-year public sector restriction.
