Evaluation uses the 80/20 preference point system (for tenders up to R50,000,000). Points are allocated as follows: Price = 80 points, Specific Goals = 20 points. Total = 100 points. Shortlisted bidders must present their service offering, quality, and value-add to SAWS’s business. A scorecard on how the product/service meets objectives must be provided. Preference Points Claim Form (Annexure F) must be submitted to qualify for points claimed.

Scope: Supply agreement for electrical assessment services at the Irene office. A Service Level Agreement (SLA) will be used to measure, monitor, and assess supplier performance, ensuring effective service delivery. Supplier must have approved operational premises with necessary infrastructure and relevant accreditation. Site visits may be conducted to validate capacity and premises.

Bidders must indicate a ceiling price (VAT inclusive) for the total estimated project duration, including all expenses. Provide a cost breakdown of the ceiling price. Specify if rates are firm for the full period or subject to adjustments (e.g., CPI). Indicate the period required for project commencement after bid acceptance. Pricing Schedule (Annexure G) must be completed.

Tax Compliance: Submit a Tax Compliance Status (TCS) Pin (via SARS e-filing) or a printed TCS certificate with the bid. If no TCS Pin is available but the bidder is registered on the Central Supplier Database (CSD), provide the CSD number. B-BBEE: Minimum Level 1 required. Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for points claimed. Company registration details (CIPC) and VAT number must be provided. Foreign suppliers must complete additional questionnaires and provide proof of accreditation if applicable.

SAWS reserves the right to: reject bids not meeting specifications, incomplete SBDs, or non-market-related prices; request further information post-closing; conduct site inspections; reject bids with unresolved tax matters or proven fraud; award bids partially or fully; conduct background checks; and cancel bids due to changed circumstances, lack of funds, no acceptable tenders, or material irregularities. Bidders must indemnify SAWS against third-party IP infringement claims. SAWS may request audited financial statements to assess bidder stability. Subcontracting requires proof of agreement. Costs for briefings, site visits, or bid preparation are not reimbursable. SAWS owns all submitted proposals and is not obligated to return them.
