Evaluation occurs in three phases: Phase 1 (Administrative Compliance): Completion of RFQ document, all SBD forms, tax clearance, company registration documents, B-BBEE certificate (or sworn affidavit), and CSD registration. Phase 2 (Mandatory Evaluation): Valid PCO license (agriculture/forestry or industrial vegetation category), public liability insurance (≥R5 million), COIDA letter of good standing, and proof of transport resources (eNatis documents or lease agreements). Phase 3 (Price and Specific Goals): 80 points for price, 20 points for specific goals (e.g., 51%+ Black Owned entities). Bids failing mandatory requirements are disqualified. Preference points require documentary proof (e.g., CIPC documents, B-BBEE certificate, ID documents).

Scope: Provide silviculture services for commercial forestry at Blyde Plantation, including establishment, tending, weeding, and fire protection. Key Requirements: Experience in silviculture and fire protection (commercial forestry); knowledge of FSC principles; compliant safety file (grading and certification); valid Pest Control Operator (PCO) license (agriculture/forestry or industrial vegetation category), with holder on-site during chemical application; quality control management system; sufficient tools, vehicles, and equipment. Activities: Chemical/manual weeding, pruning, pitting, planting/blanking, fertilizing, marking for thinning, firefighting/standby duty, conservation, firebreak preparation/burning, road clearing, general upkeep. Management/Labour: Organizational structure must include Forester, SHE coordinator, Supervisor, SHE rep, First Aiders, Administrator, Driver. Key personnel require National Diploma or higher in Forestry and National Diploma/SAMTRAC (or equivalent) in Safety Management. Labour must be locally sourced and South African. Tools/Equipment: Two-way radios, herbicide knapsacks, pruning saws, slashers, firefighting equipment (Wajax knapsacks, beaters, PPE), chainsaws, brushcutters, grass slashers, full PPE (100% cotton overalls, safety boots, hard hats, eye protection, dust masks, hearing protection, respirators, gloves, PVC aprons, leg protectors, rainsuits). Vehicles: 4x4 bakkie with rails; bakkie sakkie for firefighting; labour carriers/trucks/bus (minimum 3); water carrier tanker (minimum 1000L). All drivers require valid Driver’s License and Professional Driving Permit (PDP). No passengers in open load bins. Regulatory Compliance: SAFCOL SHEQ standards, NOSA, FSC principles, Best Operating Practices, National Forest Act, National Veld and Forest Fire Act, Occupational Health and Safety Act, COIDA, BCEA, LRA, National Minimum Wage Act.

Pricing: All prices must be firm and inclusive of VAT. Quotation must include total price (VAT inclusive). Pricing table provided for activities (e.g., firebreak preparation, tending/weeding) with units and rates. Payment Terms: Performance-based. Total contract value is a ceiling, not automatically claimable. Payment only for work completed, verified, and meeting SAFCOL quality standards per the Annual Plan of Operations (APO). Actual spend may vary based on budget and operational needs. Man-days are projections, not guaranteed. Contract Value: Not fixed; payments tied to APO and quality standards.

Tax Compliance: Must be tax compliant (verified via CSD or SARS e-Filing). Non-compliant bidders have 7 working days to rectify; failure leads to disqualification.
