Evaluation occurs in three stages:

Stage 1 – Compliance (Pass/Fail):

• Mandatory: Submission of SBD 4 and SBD 6.1 forms.
• Mandatory: Registration on the Central Supplier Database (CSD).
• Failure to comply with Stage 1 requirements results in disqualification.

Stage 2 – Technical Evaluation (Minimum 70 points required to advance):

• Team Member/Leader Experience (20 points max):

• 4+ years of relevant experience: 20 points.
• 3 years of experience: 10 points.
• 0–2 years of experience: 0 points.

• Capacity to Deliver (20 points max):

• Detailed project implementation plan with clear methodology, timelines, and outputs linked to scope: 20 points.
• Poor or incomplete plan: 0 points.

• Reference Letters (30 points max):

• 5+ relevant references from the Education and Training sector: 30 points.
• 4 references: 20 points.
• 3 references: 10 points.
• 0–2 or unsatisfactory references: 0 points.

• Developed Occupational Qualifications (30 points max):

• 4+ registered qualifications/skills programmes: 30 points.
• 3 registered qualifications: 20 points.
• 2 registered qualifications: 10 points.
• 0–1 or no list: 0 points.

Stage 3 – Preference Points (80/20 System):

• 80 points: Price (lowest acceptable price scores highest).
• 20 points: Specific Goals (B-BBEE ownership categories):

• 51%+ black ownership: 6 points.
• 30%+ black women ownership: 4 points.
• 30%+ black youth ownership: 4 points.
• 30%+ white women ownership: 2 points.
• 20%+ ownership by persons with disability: 4 points.

Scope of Work:

• Review and re-register four (4) occupational certificates and their related part qualifications in accordance with the New Ministerial Determination and SAQA Policy:

• SAQA ID 103277: Occupational Certificate: Air Conditioning and Refrigeration Mechanic (related SAQA IDs: 103272, 103276, 103278).
• SAQA ID 103270: Occupational Certificate: Refrigeration Mechanic (related SAQA IDs: 103279, 104620, 103280, 103267, 103266).
• SAQA ID 118733: Occupational Certificate: Automotive Motor Mechanic (related SAQA IDs: 118729, 118727, 117471, 117475).
• SAQA ID 102317: Occupational Certificate: Engine Management and Fuel Injection Systems Mechanic (related SAQA ID: 103098).

Deliverables:

• Conduct scoping meeting.
• Develop and verify occupational profile(s) per qualification.
• Produce Qualification Document, Curriculum Document, and Qualification Assessment Specification (QAS) Document.
• Produce Qualification Assessment Specification Addendum (QASA).
• Conduct final verification meeting.
• Submit reports for every deliverable, including a close-out report.

Methodology:

• Must follow QCTO-approved process, including templates, guidelines, forms, and schedules.

• All prices must be quoted in South African Rand (ZAR) and inclusive of VAT where applicable.
• Prices must be firm and valid for a minimum of 60 days from the closing date.
• Prices must include all related expenses (e.g., transport, accommodation).
• Rates are subject to negotiation and must not exceed the following guidelines:

• SAICA’s “Guideline on Fees for Audits done on behalf of the Auditor-General of South Africa (AGSA).”
• DPSA’s “Guide on Hourly Fee Rates for Consultants.”
• Remuneration guidelines from relevant professional bodies or regulatory organisations.

Mandatory Compliance:

• Valid registration on the Central Supplier Database (CSD) hosted by National Treasury.
• Submission of Standard Bidding Documents: SBD 4 and SBD 6.1.

B-BBEE and Preferential Points:

• Submit valid B-BBEE certificate/affidavit or CIPC certificate to confirm ownership categories.
• For ownership by persons with disability: Submit a medical certificate.
• Financial/management accounts or auditor’s letter may be required to confirm turnover and B-BBEE status.
• Preferential points (20 out of 100) are awarded based on specific goals (B-BBEE ownership categories).
