Submit a sealed envelope endorsed with the RFQ number and title, deposited in the Tender Box at Siyathemba Municipality, Victoria Street, Prieska 8940, or via email to [email protected], by 16h00 on 25 September 2026. Late or incomplete bids will be disqualified. Prices must include delivery to Siyathemba Municipality in Prieska. The contract must be executed within 7 days of award. The bid will be awarded to one service provider. Bids must remain valid for 90 days. Bidders must be registered on the National Treasury database. The following forms must be completed and submitted: MBD 9 (Certificate of Independent Bid Determination), MBD 8 (Declaration of Bidder's Past Sessional Work), and any other mandatory forms listed in the RFQ.

MBD 9 (Certificate of Independent Bid Determination) must be completed and submitted with the bid. MBD 8 (Declaration of Bidder's Past Sessional Work) must also be completed and submitted. The bidder must complete the declaration regarding any convictions and outstanding taxes.

Preference points will be allocated as follows: Price 80 points, Specific Goals 20 points (HDI 10, Locality 6, Youth 4). The bid will be awarded to the highest scoring bidder. The municipality reserves the right to accept the whole or part of the bid.

The successful bidder will be required to equip Municipal Officials with the necessary qualification

for the Municipal Finance Management Programme in compliance with the Municipal Finance

Management Act (MFMA) and other applicable legislation.

Eligibility Requirements

2. Proven experience in providing service for municipalities or other public sector

institutions.

3. A minimum of five years of experience in the Municipal Finance Management

Programme.

4. Knowledge of applicable legislation and reporting frameworks

“competitor” shall include any individual or organization, other than the bidder, whether or not

affiliated with the bidder, who:

(a) has been requested to submit a bid in response to this bid invitation;

(b) could potentially submit a bid in response to this bid invitation, based on their

qualifications, abilities or experience; and

(c) provides the same goods and services as the bidder and/or is in the same line

of business as the bidder
