Evaluation occurs in two phases. Phase 1 (Mandatory Documents): Bids missing any mandatory requirement will be disqualified. Phase 2 (Functionality/Technical Evaluation): Scored out of 80 points with a minimum threshold of 40. Criteria: Company Previous Experience (max 30 points: 8 references=30, 5=20, 4=10, <4=0), Location (max 10 points: ≤100km from Durban=10, ≤150km=5, >150km=0), Project Plan (max 30 points: methods/standards=10, breakdown minimization=10, preventative maintenance scope=10), Qualifications of Key Personnel (max 10 points: 2 certified Refrigeration Mechanic technicians=5, 1 Mechanical Engineering Project Manager=5). Price Evaluation: 80/20 preference point system applies. Price scored out of 80 using formula: Ps = 80(1 - (Pt-Pmin)/Pmin). Scope: Service and maintain Trane Chiller 1 and 2 at SABC KZN (100 KE Masinga Road, Durban) for 3 years. Quarterly Service (x3/year): Diagnose defects, minor adjustments of controls, record operating temperatures/pressures/amperages, re-calibrate safety controls, check control circuitry/microprocessor/oil heaters, check discharge superheat, condenser/evaporator tubes for fouling, refrigerant leaks/charge, tighten flanges/fittings, take oil samples (every 6 months for lab analysis), check gauges/capillary tubes, refrigerant filter/oil filter pressure drops (change oil filter every 6 months), check loading/unloading systems, diagnostic trips (investigate/reset active and historic menu), run chiller and report deficiencies. Annual Major Service (x1/year): Includes all quarterly checks plus Meg-Ohm motor windings, measure/log sub-cooling/superheat, mechanically clean condenser tubes, change oil filters, inspect pumps (couplings, oil level, electrical connections, mounting bolts, rectify defects). Guarantee: Reasonable guarantee for parts replacement and workmanship. Contract duration: 3 years.

Quotation must include detailed cost breakdown for all services. Pricing Schedule (Annexure F) must cover: Quarterly services (x3), Annual major service, Labour for call-outs (rates per hour: Monday-Friday 08:00-17:00, Monday-Friday 17:00-24:00, Saturdays/Sundays/Public Holidays), Parts replacement list (e.g., water flow switch, relay switch, contactor auxiliary switch, circuit module, sensors). Payment terms: 60 days after service delivery and invoice submission. RFQ validity: 90 days from closing date.

Mandatory (automatic disqualification if missing): CIDB contractor grading 2EP & 2ME at closing and award, Valid proof as Authorised Trane Agent (appointed by Trane International), Valid SARACCA registration. Required documents (non-submission may disqualify): CSD registration, Valid TV License Statement (company + all directors/shareholders), Valid Tax Clearance Certificate or SARS PIN, Valid B-BBEE Certificate (SANAS-accredited), Certified Company Registration Document (name, registration number, date, active directors/members), Certified Shareholders’ certificates, Certified ID copies of directors/members. Additional: No contract awarded if tax matters/TV license/CSD registration are not in order.
