Evaluation uses the 80/20 preference point system (80 points for price, 20 for specific goals). Mandatory requirements: Trainer must be a registered member of IRMSA and/or CISA (proof required). Trainer’s CV must demonstrate at least 3 prior Risk and Compliance Management training sessions. Bidder must submit all mandatory documents (B-BBEE certificate, CSD registration, TCS PIN/certificate, SBD forms). Preference points for specific goals: 17 points for EME/QSE owned by 51%+ black women/youth/disabled/military veterans; 1 point each for EME/QSE owned by 51%+ black people in rural/underdeveloped areas, co-operatives, or general black ownership (Africans, Indians, Coloureds). Non-compliance with mandatory requirements results in disqualification. Bidders may be required to provide formal presentations at CSOS’s request (costs borne by bidder).

Scope: Provide a 3-day virtual Risk and Compliance Management training for 4 CSOS officials. Training must cover: Enterprise Risk Management (methodology, risk appetite/tolerance, organizational risk culture, alignment with business objectives, internal/external risk factors, sustainability, process overview, staff training/awareness, business vs compliance risk, governance, emerging risks, combined assurance, business impact analysis) and Compliance Management (methodology, basic legislation, regulatory universe/environment, legislation rating, compliance programmes, CSOS-specific legislation, new legislation, monitoring/reporting). Trainer must be a registered member of IRMSA and/or CISA (proof required). Trainer’s CV must demonstrate at least 3 prior Risk and Compliance Management training sessions. CSOS will verify membership.

Pricing must be in South African Rands (ZAR), inclusive of all applicable taxes (VAT @15%). Submit a line-item budget for: Risk and Compliance Management training (4 officials), attendance/completion certificates (4 officials), training materials (4 officials). Total cost must include subtotal, VAT, and grand total. Use the provided pricing schedule (SBD3.3). Rates must be firm for the full period or specify adjustment basis (e.g., CPI). Payment terms and bonds/guarantees are not explicitly stated.

Mandatory: Registration on National Treasury’s Central Supplier Database (CSD) with a full detailed CSD report or CSD number. Tax compliance: Submit SARS Tax Compliance Status (TCS) PIN or certificate. If TCS is unavailable, CSD registration is mandatory. For consortia/joint ventures, each party must submit separate TCS/CSD documentation. B-BBEE: Valid certificate from SANAS-accredited agency or sworn affidavit (for EME/QSE with 51%+ black ownership). Foreign suppliers: Must confirm RSA residency/branch/permanent establishment or tax liability; if none, TCS PIN is not required.
