Quotations will be evaluated on the 80/20 point scoring system: 80 points for price, 20 points for specific goals as per PPPFA 2022. Mandatory compliance requirements: Bidder must be registered on the Central Supplier Database (CSD), hold a valid tax clearance certificate, have a current B-BBEE certificate or compliant sworn affidavit, not be blacklisted or listed as a tender defaulter, and must not be a person in the service of the state (or have close relatives in that position). The bid must be signed by an authorized representative. The company must provide the specified OIML-approved floor scale and display meeting all technical specifications. Failure to submit required documentation (e.g., datasheet, reference letter, proof of certification) will result in disqualification or zero scoring for specific goals.

Floor scale specifications: Maximum capacity 600kg, platform size 80cm x 80cm x 7.2cm, material: Stainless V2A, high accuracy, readability: 0.001kg. Display specifications: Mild steel painted or stainless steel, R3232 serial output, built-in rechargeable battery, LED digital display option, 4 decimal places. Mandatory attachments: Brochure or datasheet for the scale and display, reference letter for supply/installation of high-precision scales (not older than 2 years). Mandatory requirements: Full completion of Bill of Quantities (BOQ)/specification, attachment of datasheet, reference letter, proof of certification, proof of accreditation, and functionality requirements. Quotes must be on company letterhead and in PDF format. No submissions from persons in the service of the state or blacklisted bidders will be considered.

Total quotation value must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Failure to include all taxes will lead to disqualification. Pricing must be firm (non-firm prices, including those subject to exchange rate variations, will not be considered). Submit a separate pricing schedule for each delivery point if applicable. Offer must be valid for 60 days from the closing date. All delivery costs must be included in the bid price for delivery at the prescribed destination. Pricing schedule must include: Sub-total, VAT at 15%, and grand total (in RSA currency).
