Evaluation uses the 80/20 point system: 80 points for price, 20 points for specific goals per PPPFA 2022. Mandatory requirements: Valid credit facility confirmation or advertising placement support letter from the relevant newspaper/media house, Two or more signed purchase orders or reference letters proving previous experience in advertising services (tenders, vacancies, public notices only). Failure to meet mandatory criteria results in disqualification. Bidders must not be persons in the service of the state or blacklisted by National Treasury. Award strategy: Highest-scoring tenderer per item wins; multiple awards possible.

Scope: Provide advertising services for Johannesburg Water’s tenders, vacancies, and public notices in national print newspapers (primarily Citizen and Sowetan). Key deliverables: Receive draft ads electronically from JW, design/format/proofread to JW standards, liaise with JW and newspaper houses, place ads in classified sections (black and white), ensure correct placement and date, provide urgent ad hoc placements, maintain credit facilities or support letters from newspaper houses, submit digital proof (PDF tear sheets) within 24 hours of placement, correct misplaced ads at own cost, submit invoices/statements to JW finance by month-end. Contract duration: 6 months (month-to-month) or up to R750,000. Estimated ad specs: 8 tenders per 1.5 months, height 38 cm, 8 columns, area 304 cm². JW responsibilities: Provide draft ads by 10:00 daily, sign off final ads, pay service provider per agreed terms if invoices are accurate and submitted on time.

Pricing must be firm and inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Submit a completed pricing schedule (MBD 3.1) with unit prices and totals. Quotations must remain valid for 60 days from closing date. Payment terms: Invoices and statements must be submitted to JW finance before month-end for processing. Non-firm prices or prices subject to exchange rate variations will not be considered. Separate pricing schedules required for different delivery points if applicable.

Mandatory: Valid Tax Clearance Certificate, Valid B-BBEE Certificate or compliant sworn affidavit (non-compliant affidavits score zero), CSD registration (MAAA Supplier Number), Company registration documents with ID copies of directors/shareholders, Signed Declaration of Interest (MBD 4), Declaration of Bidder’s past SCM practices (MBD 8), Certificate of Independent Proposal Determination (MBD 9), Preference Points Claim Form (MBD 6.1), Municipal rates/taxes clearance (not older than 90 days in arrears), Valid lease agreement or municipal account statement (not older than 3 months).
